Job Posting Title: Project Manager IV (PM4) ---- Hiring Department: PDC ---- Position Open To: All Applicants ---- Weekly Scheduled Hours: 40 ---- FLSA Status: To Be Determined at Offer ---- Earliest Start Date: Ongoing ---- Position Duration: Expected to Continue ---- Location: AUSTIN, TX ---- Job Details: General Notes The University of Texas at Austin is seeking to hire a senior project manager (PM4) to serve within Planning, Design and Construction (PDC). PM4 will provide professional project management and leadership for major Capital Improvement Program (CIP, > $10M TPC) projects at UT Austin for highly technical, mission critical, and sensitive project types. Position may also support or be assigned minor projects (TPC PDC is actively managing more than $5 billion in major projects across the planning, design and construction phases, and this position is critical for the successful delivery of these projects. Purpose Provide professional project management of complex higher education academic, research and healthcare projects across multiple campuses. Project types include new construction, fit-out of shell spaces, renovations, and refurbishment of existing buildings and infrastructure. Manages project team in directing design professionals, collaborating with campus partners, and administering contracts necessary to meet project goals, while maintaining budget, schedule and timely reporting to leadership.
Responsibilities • Lead complex projects involving planning, design and execution of major higher education capital projects by providing project leadership, communication, coordination and conflict resolution to ensure project goals are met. May also be responsible for managing select projects as assigned by the Associate Director depending on resource needs.
• Responsible for project budget, schedule, and procurement of design and construction services. Assist Project Managers to drive progress of consultants to achieve expected functionality; and recommend alternatives to recover negative float. Facilitate timely decisions by campus representatives and report progress and issues impacting the project goals to stakeholders. Oversee project managers efforts to manage project from initiation through completion of construction.
• Advocate with integrity for the campus contract negotiations. Review and approve design and construction contracts, changes, technical service contracts, Guaranteed Maximum Price submittals, bid documents, pay applications, etc. Facilitate UT Austin and UT System approvals as required.
• During construction, direct and/or provide support to Project Team, Construction Administrators, and institution staff in management of construction activities and processes. Assist Project Managers in applying UT Austin Capital Planning and Construction project control processes to track progress; for consistency; to mitigate risks; and to assure compliance with Board of Regents Rules' Regulations and applicable State and Federal statutes and regulations.
• Stay current in Codes and Regulations applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements of the building type (e.g., healthcare, research labs, special campus project types, etc.) or the local jurisdictions.
• Support UT Austin in pre-project planning activities, including Capital Improvement Plan preparation and Board of Regents and Texas Higher Education Coordinating Board submittals and approval processes.
• Participate in or lead process improvement initiatives as assigned by the Assistant Director.
• Other related functions as assigned. Collaborate with other UT Austin colleagues to initiate and develop process improvements.
Required Qualifications • Bachelor’s degree in Architecture, Engineering, Construction Management, Construction Science, or related discipline. • 10 or more years of experience providing project management of design and construction activities for renovations and new construction, including institutional or commercial facilities. • 3 or more years of experience providing project management of capital projects with a Total Project Cost of $10M or more. • Working knowledge of contract documents (plans, specifications). • Experience negotiating construction contracts. • Working knowledge of life safety and building codes including, NFPA 101, IBC, ASHRAE, Texas Accessibility Standards, and the Americans with Disabilities Act, among others. • Experience using Excel, Microsoft Word, and scheduling software such as MS Project. • Excellent communication, collaboration and organizational skills, with an ability to manage multiple simultaneous activities in a varied and complex environment.
Relevant education and experience may be substituted as appropriate.
Preferred Qualifications • Licensed Architect or Engineer in the State of Texas, or licensure in another state and eligible for reciprocity with the State of Texas, or ability to obtain professional licensure in the State of Texas within two years. • LE
