The Fraud Compliance Manager is responsible for leading the fraud compliance program, ensuring adherence to applicable federal and state regulations, internal policies, and industry standards related to fraud prevention, detection, monitoring, and remediation. This role manages a team of compliance professionals, and partners closely with Fraud Operations, Legal, and Business Line leadership to identify and mitigate fraud-related compliance risks. The ideal candidate is a seasoned compliance professional with deep regulatory knowledge, strong leadership capabilities, and a proven track record of building and developing high-performing teams in a complex, highly regulated environment. CRCM and CAFP certifications highly desired.
Key Responsibilities: Regulatory Compliance & Risk Management • Lead the implementation, and ongoing enhancement of the Fraud Compliance Program.
• Serve as a subject matter expert on applicable fraud-related laws, regulations, regulatory guidance, and industry best practices.
• Provide credible challenge and oversight of fraud risk management activities across the organization.
• Monitor regulatory developments and assess impacts to policies, controls, procedures, and business practices.
• Advise senior leadership on emerging fraud compliance risks, regulatory expectations, and mitigation strategies.
• Ensure effective monitoring, testing, issue management, and remediation activities related to fraud compliance risks.
• Support regulatory examinations, audits, and compliance reviews.
Leadership & Team Management • Lead, mentor, and develop a team of compliance professionals, fostering a culture of accountability, collaboration, and continuous improvement.
• Build organizational capability through coaching, succession planning, talent development, and employee engagement.
• Establish clear performance expectations and create opportunities for professional growth.
• Promote a strong risk and compliance culture across the organization.
Strategic Partnership • Partner with Fraud Operations, Legal, and business leaders to ensure effective implementation of fraud controls and regulatory requirements.
• Provide guidance on fraud prevention, detection, customer remediation, complaint management, and investigation processes.
• Influence stakeholders and drive alignment on compliance priorities and risk mitigation strategies.
• Participate in compliance risk assessments, trends, and make recommendations to senior management and governance committees.
Governance & Reporting • Develop and maintain meaningful management reporting.
• Track and escalate compliance issues, control gaps, and emerging risks.
• Ensure timely remediation of identified issues and validation of corrective actions.
• Prepare presentations and executive-level reporting for leadership and governance forums.

The Senior Manager, Compliance Business Oversight manages and leads a team of Compliance professionals and is responsible to develop and maintain all aspects of Compliance programs for TD businesses/functions and legal entities as assigned.
Depth & Scope: • Provides people management leadership by hiring the appropriate and qualified talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
• Oversees and leads a highly complex and diverse Compliance function for an area of significant risk, complexity or scope while growing talent, developing skills and capabilities to achieve career goals, support project/initiative success and achieve business results
• Maintains highly specialized expertise and in depth knowledge to manage Compliance programs for multiple, significant complex businesses, functional areas and/or global business lines
• Provides coaching, mentorship and guidance to practitioners, business, executives within area of expertise
• Manages and oversees the overall discipline and strategy for the Compliance area while aligning to the enterprise best practices
• Position typically deals with senior/executive management
• Key contact for business management, regulators and external/internal auditors, dealing with a broad range of issues including non-routine information
• Focuses on longer-range planning for functional area (e.g. 12 months or greater)
