• Program: WIOA Title I – Adult & Dislocated Worker

• Location: Orange County, CA - Brea – 3 days per week , Laguna Niguel – 2 days per week

• Employment Type: Full‑Time, Non‑Exempt

Position Overview

The Quality Assurance Case Manager plays a vital role in maintaining program integrity, supporting long-term employment outcomes, and promoting continuous improvement. This position is responsible for conducting file audits, monitoring documentation and data accuracy, supporting follow-up services, and working closely with leadership and frontline staff to ensure compliance with contractual, regulatory, and organizational standards.

Through ongoing monitoring, feedback, and collaboration, the Quality Assurance Case Manager helps cultivate a culture of accountability, quality, and continuous learning, ensuring participants receive effective, compliant, and impactful services. In addition to quality assurance responsibilities, this role also provides direct services to adults and dislocated workers. The Quality Assurance Case Manager is a participant-centered professional with expertise in WIOA programs and training services. Responsibilities include delivering case management services, developing individualized employment plans, providing labor market information, coordinating employer-driven training opportunities, and connecting participants to community resources.

The role also involves delivering supportive and follow-up services in alignment with Workforce Innovation and Opportunity Act (WIOA) requirements, ensuring accurate and timely data entry in CalJOBS, and supporting participants in achieving economic self-sufficiency. The Quality Assurance Case Manager must be able to build strong, effective working relationships with a diverse range of individuals, including those from populations that may be more challenging to serve.

Key Responsibilities

VIP Support & Job Retention

• Provide intensive case management services to registered customers within the One‑Stop Workforce system.

• Conduct intake, eligibility determination, and enrollment for WIOA Title I Adult and Dislocated Worker participants.

• Perform comprehensive assessments to identify skills, strengths, barriers, and employment goals.

• Develop, implement, and regularly update Individual Employment Plans (IEPs) and Objective Assessment (OAs)Summaries.

• Maintain regular contact with participants through interpersonal, virtual, and telephone appointments and provide a substantial service.

• Provide quality documented case management for your clients

• Provide career planning to all participants (including those in training) in all areas related to gaining/retaining employment and career advancement.

• Two documented client interactions per client per month.

• Provide job development and assist participants in unsubsidized job placement earning a livable wage.

• Conduct customer follow‑ups and gather meaningful participant feedback to inform service and process improvements

• Will carry a case load of 15 active participants, and 20 clients in follow-up.

Compliance & Documentation

• Conduct weekly documentation and compliance reviews to ensure completeness, accuracy, and alignment with contract requirements

• Ensure case records, service documentation, and follow‑up entries are accurate, timely, and compliant within the electronic data system

• Review financial‑related activities prior to monthly invoicing to confirm alignment with documented services

• Monitoring & Quality Assurance

• Provide internal monitoring and quality oversight for all program components

• Conduct file audits and reviews, comparing participant records against system reports and compliance standards

• Identify trends, patterns, and common data entry or documentation errors and provide corrective feedback

• Provide clear documented findings to Case Managers on audit findings and corrections

• Retrieve, review, and organize participant files and support documentation for monitoring and audit purposes

• Present weekly quality assurance updates and audit findings to program leadership

Training, Technical Support & Collaboration

• Keep QA tracker updated

• Collaborate with Supervisors to create targeted training solutions addressing recurring compliance or data issues

• Partner with program leadership to implement quality improvement strategies and corrective actions

• Staff training for new hires on QA requirements

Data Management & Reporting

• Proactive Caljob reporting: Days to soft exit, last case notes within 30 days, open activities, open referrals, job by desired occupation

• Work closely with Case Managers to reinforce high‑quality narrative case notes that reflect participant progress and outcomes

• Maintain accurate, organized, and up‑to‑date records across both electronic and physical files
