Department: Charlotte Area Transit System Department Salary: $81,226.00 - $116,762.94 Commensurate with Experience Thank you for your interest in joining the team that keeps Charlotte moving, at a very exciting time for our organization. At the Charlotte Area Transit System (CATS), we’re committed to delivering safe, reliable, and innovative transit services for our growing community, and we value employees who bring professionalism, passion, and a commitment to public service. This position is currently employed by CATS, a department of the City of Charlotte. With the passage of the PAVE Act and last year’s sales tax referendum, CATS is preparing to transition from a City department to the newly created Metropolitan Public Transit Authority (MPTA). The MPTA was established to strengthen regional transit governance, improve accountability, and support long‑term investment in mobility. It’s an important and exciting step forward for transit in our region. Employees hired into this role will remain City employees through December 31, 2026, and will transition to MPTA employment on January 1, 2027. Benefits and compensation will follow City provisions through 2026 and shift to MPTA provisions in 2027, with clear information shared in advance. Your core duties, reporting structure, and daily responsibilities will remain consistent, with no break in service. If anything delays the transition, your City employment, including compensation and benefits, will remain in place until the move to the MPTA occurs. The creation of the MPTA positions us for a more modern, sustainable, and efficient transit system, one that can better support the Charlotte region for decades to come. SUMMARY The HRIS Analyst (Workday Administrator) administers and supports CATS’ human resources information system, with primary responsibility for Workday system configuration, data integrity, and reporting functionality supporting workforce operations. Reporting to the Senior HR Manager, this position serves as the technical resource responsible for maintaining HR system performance, ensuring workforce data accuracy, and enabling efficient HR processes across People and Culture.
The role provides operational system administration for HRIS functions including employee data management, business process configuration, reporting, and user support. The HRIS Analyst works closely with HR Administration, Payroll, Benefits, Organizational Development, Finance, and Information Technology to ensure system functionality aligns with organizational workflows and compliance requirements. Through system administration, data management, and reporting support, this position enables reliable HR operations and supports workforce decision-making, and maintains flexibility to support future HRIS platforms and system enhancements. Major Duties and Responsibilities HRIS Administration & Workday System Support • Administers Workday modules and business processes within established governance frameworks. • Maintains system configuration including organizational structures, job profiles, security roles, and workflows. • Supports system updates, releases, and testing activities. • Troubleshoots system issues and coordinates resolution with IT and system vendors. • Ensures system functionality supports HR operational processes and compliance requirements.
Data Integrity & Workforce Data Management • Maintains accuracy and consistency of employee and organizational data within Workday. • Performs routine audits and validation checks across HR data sets. • Identifies data discrepancies and coordinates corrective actions. • Supports development and maintenance of data standards and documentation. • Ensures data structures support reporting, payroll, and benefits administration.
Reporting & Workforce Analytics Support • Develops and maintains standard and ad hoc reports using Workday reporting tools. • Supports workforce reporting needs for HR leadership and operational departments. • Assists in development of dashboards and workforce metrics. • Extracts and analyzes data to support organizational initiatives. • Provides guidance to HR users on report functionality and data interpretation.
HR Process & System Optimization • Supports configuration and improvement of HR workflows and business processes within Workday. • Identifies opportunities for system enhancements and process automation. • Assists in implementation of new system features and functionality. • Supports alignment between HR processes and system capabilities.
User Support & Training • Provides day-to-day support to HR staff and system users. • Assists users with navigation, transactions, and reporting tools. • Develops job aids, documentation, and user guidance materials. • Supports onboarding of HR staff to Workday processes.
Cross-Functional Coordination • Collaborates with HR Administration teams supporting payroll, benefits, and employee relations processes. • Coordinates with IT regarding system integrations, security access, and technical support. • Works with Finance and other departments to support workforce data needs. • Serves as liaison between HR users and system vendors.
Compliance, Security, & Audit Support • Maintains confidentiality and security of workforce data within HR systems. • Supports audit requests and compliance reporting requirements. • Assists with system access reviews and security role management. • Ensures system usage aligns with organizational data governance standards.
