What You'll Do • Partner with the Chief Financial Officer (CFO) and executive leadership to develop long-term financial strategies that support Oakland County's goals and priorities. • Analyze financial performance, economic trends, budgets, and forecasting data to provide strategic recommendations and support executive decision-making. • Develop and maintain financial models using modified accrual accounting principles to evaluate organizational performance and future financial outlook. • Prepare and present comprehensive financial reports, presentations, and analyses for executive leadership, credit rating agencies, bondholders, and other key stakeholders. • Evaluate credit market conditions and assist in financing strategies, debt management, and other long-range financial initiatives. • Collaborate with departments, courts, commissions, offices, and the Board of Commissioners by providing financial analysis and guidance related to budgets, revenues, expenditures, and operational planning. • Identify opportunities to improve financial processes by leveraging technology, including Workday, , AI tools, and the Microsoft Office Suite. • Coordinate and manage compliance reporting to ensure adherence with all applicable State and Federal financial regulations. • Support organizational initiatives through data-driven recommendations that improve financial operations, transparency, and long-term sustainability.

Minimum Qualifications EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES
REQUIRED MINIMUM QUALIFICATIONS
1. Possess a Bachelor's degree from an accredited college or university with a major in Accounting, Finance, Economics, or a closely related field.
2. Have had three (3) years of full-time work experience in financial analysis, economic analysis, or related area.
NOTE: A Master's degree in one of the fields listed above may be substituted for two (2) years of the work experience described above.
ESSENTIAL JOB FUNCTIONS
Researches, develops and makes recommendations on financing and long-term strategic plans that meet the goals and objectives of Oakland County.
Analyzes budget versus actual performance within Workday Adaptive Planning and provides actionable insights.
Drives process enhancement initiatives and develop strategic, forward-thinking recommendations to improve efficiency, effectiveness, and alignment with organizational goals.
In collaboration with the Procurement Division Strategic Sourcing Agents supports contract development, negotiations, and execution.
Manages financial activities in accordance with modified accrual accounting standards.
Performs advanced word processing, proofreading, and editing to database and spreadsheet applications to generate preliminary financial scenarios, summaries and presentations to county leadership, credit rating agencies, governing bodies, bondholders and other key internal and external stakeholders.
Compiles demographic and debt information for municipal bond disclosure documents and key internal and external stakeholders.
Creates agendas, participates in, and summarizes stakeholder group calls or meetings. Makes proactive recommendations to the CFO and their designee(s) and other internal and external stakeholders based on financial and data analysis, including making presentations of such recommendation(s) as requested.
Assists with the review of documents and financial obligations for leases, agreements, presentations for rating agencies, bond offerings, and meetings with internal and external stakeholders.
Ensure transaction details are recorded properly, and other data management and regulatory compliance related tasks.
Monitors and reports on newly mandated county activities emanating from federal or state legislation to ensure adequate compliance as required by the Michigan Constitution, state law or federal law or the IRS Code.
Performs Continuing Disclosure due diligence and ensures compliance with Securities and Exchange Commission (SEC) Rule 15c2-12, if necessary.
