Position Summary

Arlo Solutions is seeking an experienced Senior CD/TOC Network Analyst to support the Narcotics and Transnational Crime Support Center (NTC) . This position provides advanced all-source intelligence analysis and entity-level network analysis in support of U.S. Government efforts to identify, disrupt, and dismantle transnational organized crime (TOC), drug trafficking organizations (DTOs), terrorist organizations, illicit financial networks, and other national security threats.

The successful candidate will integrate intelligence reporting, law enforcement information, financial data, communications analysis, commercial databases, and open-source information to produce actionable intelligence products supporting operational, tactical, and strategic decision-making.

Key Responsibilities

• Conduct advanced all-source entity and network analysis supporting counter-drug (CD), counter-threat finance (CTF), counter-terrorism (CT), and transnational organized crime (TOC) missions.

• Analyze criminal, terrorist, and illicit financial networks using intelligence reporting, law enforcement information, financial data, communications analysis, corporate registries, blockchain data, and open-source intelligence.

• Develop target packages, lead cables, communication charts, link analyses, intelligence assessments, and other written, graphical, and verbal intelligence products supporting government decision-makers.

• Identify network vulnerabilities, hidden relationships, emerging threats, and previously unknown entities to support investigations, operational targeting, and mission planning.

• Integrate HUMINT, SIGINT, GEOINT, MASINT, OSINT, and law enforcement reporting into comprehensive intelligence assessments.

• Perform communications analysis, financial analysis, blockchain analysis, corporate ownership research, shipping analysis, digital footprint investigations, and pattern-of-life analysis using government and commercial analytical tools.

• Utilize specialized intelligence, law enforcement, and commercial platforms to enrich, correlate, visualize, and manage complex datasets while maintaining accurate entity relationships.

• Produce clear, concise, and accurate intelligence products aligned with established analytic tradecraft and quality standards.

• Brief senior government officials, Intelligence Community personnel, law enforcement agencies, and mission partners on analytical findings and operational recommendations.

• Collaborate with Department of Defense, Intelligence Community, federal law enforcement, and interagency partners while adhering to intelligence oversight policies, information-sharing requirements, and operational security procedures.

• Identify intelligence gaps, develop collection requirements, and recommend improvements to analytical methodologies and workflows.

• Maintain proficiency with intelligence analysis tools and apply best practices in entity-level network analysis, data integration, and operational intelligence support.

• Contribute to peer mentoring, training, and knowledge sharing to improve analytical tradecraft and team performance.

• Operate effectively in a structured mission environment while maintaining strict handling of sensitive and classified information and delivering timely, mission-focused intelligence products.

Minimum Qualifications

• Active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility and ability to maintain clearance throughout employment.

• Bachelor’s degree relevant to the subject area of this contract from an accredited college or university recognized by the U.S. Department of Education.

• Minimum of twelve (12) years of specialized intelligence or law enforcement analytical experience, with a portion of that experience occurring within the last two (2) years.

Education Substitution

Candidates with prior military experience in a related field may substitute education requirements with an additional five (5) years of directly related experience, for a total of seventeen (17) years of qualifying experience.

Required Experience

Candidates must demonstrate extensive experience performing advanced intelligence analysis, entity-level network analysis, and operational intelligence support within national security, law enforcement, or intelligence environments.

Required experience includes:

• Conducting all-source intelligence analysis by integrating classified reporting, law enforcement information, financial intelligence, communications data, commercial databases, and open-source intelligence (OSINT) to identify, assess, and characterize criminal, terrorist, illicit finance, and transnational threat networks.

• Performing entity-level network analysis to identify relationships, key individuals, organizations, financial structures, operational dependencies, vulnerabilities, and emerging threats supporting targeting, investigations, and mission planning.

• Developing intelligence products including target packages, link analyses, network diagrams, intelligence assessments, lead cables, operational reports, and executive-level briefings.
