Position Overview:

The Narcotics and Transnational Crime Support Center (NTC) provide tailored intelligence and operational analytic support to U.S. and interagency partners combating drug trafficking and transnational organized crime (TOC) networks. The CD/TOC Network Analyst’s role is to synthesize law enforcement, intelligence, and open-source data to illuminate, disrupt, and support the dismantling of priority threat networks that endanger U.S. national security and public safety. The CD/TOC Network Analyst will focus on geographic or functional target sets as required (i.e., narcotics trafficking, terrorism, money laundering, cryptocurrency, weapons trafficking, Dark Net/cyber enabled threats, and other transnational organized crime) and will fuse large amounts of all-source intelligence and law enforcement agency (LEA) data into actionable intelligence products that support tactical and operational efforts for LE and IA mission partners.

Responsibilities and/or Success Factors:

• All-Source Network Analysis: Conduct entity-level, all-source, all-domain network analysis of global drug issues to include TOC, CD, and DTO operations, internal security, methods, organizational facilities, personalities involved in drug production, processing, flows and narco-terrorism. Provide operational CD intelligence support to DoD elements, IA, and federal LEAs. Analyze TOC, CD, and DTOs patterns to derive findings that drive operational efforts.

• Targeting Support: Provide entity-level targeting and network analysis for DoD, LE, and the IA partners in multi-national, multi-faceted operations and investigations. Identify network vulnerabilities and undiscovered connections, such as new communications, individuals, business entities, or financial activity, to advance investigations and operations.

• Data Fusion & Advanced Analytics: Execute advanced analytic workflows and layering of multiple data sources across domains to include IC communications analysis, reporting, entity enrichment tools & databases, as well as LE communications analysis, financial transactions (fiat/crypto), pattern of life analysis, corporate registry and supply chain data, CAI/PAI, and dark web activity. Conduct entity-level analysis to build networks on specific target countries, activities and non-state actors.

• Interagency and Partner Coordination: Participate in working groups, coordination and collaboration meetings. As directed, represent the organization in engagements with the IC, inter-agency partners, and operational staffs of the Unified Commands, military services, and other Government agencies. Present analytic findings and operational recommendations. Facilitate information sharing among GCCs, other DoD agencies, LE, IA, and public/private sector partners; support meetings, briefings, coordination sessions, conferences, and forums regarding CN, CT, CTF and C-TOC issues. Assist in identifying CN, CTF, and C-TOC intelligence requirements.

• Targeting Plans & Analytical Approaches: Develop all-source network targeting plans and analytic workflows for processing reports and bulk data to identify viable tips and leads. Analyze current holdings to identify gaps and develop collection requirements. Create analytical approaches for incomplete, novel, or complex data, for which no precedent exists.

• Production & Dissemination: Develop tailored written, graphical, and verbal intelligence products focused on the tips, leads, and new targets. Distill complex data for non-technical audiences with actionable recommendations for DoD, LEA, and IA partners. Deliverables include target packages, lead cables, and network/communications charts.

• Multi‑Tool Data Integration & Analysis: Use state-of-the-art hardware/software for data enrichment, communications and financial analysis, data mining, large-scale data manipulation, link/nodal analysis, and graphics/multimedia production. Conduct layered entity-level analysis across databases and tools at multiple classification levels to identify previously unknown communications, locations, identities, transactions, activities, and associations within illicit networks. Leverage prior experience extracting and layering data across IC tools and databases, commercial tools and databases, and law enforcement databases.

• Multi‑Source Intelligence Integration: Fuse HUMINT, SIGINT, GEOINT, MASINT, and OSINT to conduct network analysis for military, intelligence, and LE partners. Recommend improvements to targeting workflows and analytic tradecraft.

• Peer & On-the-Job Training: Contribute to and develop peer training, tradecraft discussions and workflow/tool sessions on best-practices in entity-level network analysis and LE regulatory/administrative aspects of C-TOC, CN, and CTF missions.

Minimum Qualifications Including Certificates:

• Possess and maintain an active TS/SCI Security Clearance for the duration of this effort.

• Bachelor's degree relevant to the subject area (e.g., Intelligence, Criminal Justice, Homeland Security, International Relations, or a related discipline) from a college or university accredited by a body recognized by the U.S. Department of Education.
