Role Definition Leads and executes activities related to trade remedies, supply chain security, trusted trader programs, and strategic trade compliance risk management. Supports compliance with U.S. and foreign government laws and regulations while helping protect Caterpillar's global supply chain, maintain customs program benefits, and respond to emerging enforcement and regulatory risks.
Responsibilities • Lead trade remedies activities, including monitoring antidumping and countervailing duty developments, assessing business impacts, supporting investigations, and coordinating responses to government inquiries. • Manage supply chain security and trusted trader programs, including Customs Trade Partnership Against Terrorism (CTPAT), Authorized Economic Operator (AEO), and related customs security initiatives. • Conduct risk assessments and execute projects related to trade security, customs enforcement, trade remedies, and other strategic trade compliance risks. • Develop, implement, and maintain policies, procedures, controls, and training supporting trade security, trusted trader, and trade remedies programs. • Support engagements with customs authorities, trade regulators, and government agencies related to supply chain security validations, audits, investigations, and enforcement matters. • Monitor emerging customs, trade enforcement, and regulatory developments and recommend actions to mitigate business risk and maintain program effectiveness. • Partner with legal, compliance, and business teams to address complex trade security and trade remedies issues and support enterprise risk mitigation efforts.
Degree Requirement Degree or equivalent experience desired

Level Expert: • Monitors global trade, customs, and regulatory developments affecting Caterpillar's business and supply chain. • Assesses the impact of trade policy, trade remedies, and enforcement trends on business operations. • Advises stakeholders on regulatory developments and emerging trade risks. • Identifies opportunities to strengthen trade security, customs compliance, and supply chain resilience. • Evaluates external trends and government priorities that may affect global trade operations. • Communicates trade-related risks and opportunities to business and functional leadership.
International Trade: Knowledge of international trade laws, customs requirements, trade remedies, supply chain security programs, and regulatory developments affecting global trade operations; ability to apply this knowledge appropriately in diverse situations.
Level Expert: • Serves as a subject matter expert on trade remedies, customs enforcement, supply chain security, and trusted trader programs. • Monitors developments related to antidumping and countervailing duties, customs regulations, and trade enforcement. • Develops and maintains policies and procedures supporting trade security and customs compliance. • Advises stakeholders regarding international trade requirements, risks, and mitigation strategies. • Supports regulatory inquiries, investigations, validations, and audits. • Develops strategies to support secure, compliant, and efficient global trade operations.
Operational Functions: Knowledge of organizational processes and operating requirements; ability to effectively coordinate cross-functional activities and implement compliance-related initiatives.
Level Extensive Experience: • Collaborates across Legal, Procurement, Logistics, Transportation, Security, and business teams to address trade-related risks. • Coordinates activities involving trade remedies, supply chain security, and customs enforcement matters. • Supports enterprise initiatives to improve compliance, security, and operational effectiveness. • Identifies process improvements that strengthen trade controls and reduce risk. • Advises stakeholders on operational impacts associated with regulatory and enforcement developments. • Supports implementation of corrective actions resulting from audits, assessments, and validations.
Analytical Thinking: Knowledge of techniques and tools that promote effective analysis; ability to identify risks, evaluate impacts, and develop practical solutions.
