We are seeking a Specialist II, Regulatory Affairs to support the development of natural gas pipeline projects through regulatory filings, compliance management, permitting activities, and strategic regulatory initiatives. This role will provide critical regulatory guidance, market intelligence, and strategic analysis to help advance Enbridge's intrastate natural gas pipeline assets and growth opportunities.

What You Will Do: • Provide regulatory guidance and strategic support to internal stakeholders on intrastate regulatory requirements, permitting considerations, and evolving regulatory interpretations.
• Lead the preparation and submission of regulatory notifications, approvals, applications, and responses to agency data requests for intrastate projects under development and construction.
• Manage and prepare regulatory compliance filings with state agencies, including Railroad Commission of Texas submissions such as T-4 permits, P-5 organizational reports, tariffs, and related filings.
• Prepare and coordinate FERC regulatory filings, including Section 311 transportation rate and service filings, annual reports, tariff revisions, and ongoing compliance submissions.
• Conduct research and analysis related to regulatory and permitting intelligence, certificate reviews, industry trends, and emerging regulatory risks and opportunities.
• Monitor market conditions, customer activity, industry developments, and competitive trends to support business strategy and identify growth opportunities.
• Develop and maintain regulatory, permitting, and competitive intelligence resources to support strategic planning, project development, and investment decisions.
• Perform other related duties as required to meet the ongoing needs of the organization.
Who You Are: • Bachelor's degree in Finance, Economics, Accounting, Environmental Sciences, Law, Engineering, Business, or a related discipline, with a minimum of 7 years of experience in the energy industry.
• Strong knowledge of natural gas pipeline operations, markets, and the regulatory framework governing interstate and intrastate transmission businesses, regulatory, financing and a general understanding of operations and construction issues.
• Experience working with the Texas Railroad Commission and other state-level pipeline regulatory agencies and requirements.
• Strong communication and presentation skills, with the ability to effectively convey complex information to diverse audiences
• Proven ability to build strong relationships and influence internal and external stakeholders across multiple functions and organizations.
• Highly motivated, adaptable, and capable of managing multiple priorities in a dynamic and fast-paced environment.
• Strong analytical, problem-solving, and critical-thinking skills with the ability to translate complex commercial, financial, operational, regulatory, and market information into actionable business insights.
Preferred: • 10+ years of experience within the energy sector, including direct experience with natural gas pipeline operations and markets.
Working Conditions: • Office-based position with occasional travel to other Enbridge offices, field locations, industry events, and customer or stakeholder sites as required.
• Position may require managing competing priorities, handling time-sensitive matters, and occasionally working flexible hours, including overtime and holiday work, to meet business and project deadlines.
• Company-paid international relocation is not available for this role.
Physical Requirements include but are not limited to: Grasping, kneeling, light – moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.
Mental Requirements (Both Field & Office) include but are not limited to: Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.
Salary: • Ranges from $130,000 – $150,000 USD for US locations based upon candidate’s experience, skills, and internal equity.
