The Opportunity:

CACI is seeking an experienced   SOFA-Regulatory Compliance Specialist   to serve as CACI's technical subject matter expert responsible for supporting compliance with Status of Forces Agreements (SOFAs), Acquisition and Cross-Servicing Agreements (ACSAs), Host Nation Support (HNS) agreements, customs regulations, import and export requirements, diplomatic clearances, and other international authorities governing logistics, infrastructure, and operational support activities throughout the Indo-Pacific theater.  

The SOFA-Regulatory Compliance Specialist provides technical guidance supporting logistics operations, facility development, deployment and distribution activities, Joint Theater Distribution Center (JTDC) operations, operational planning, and contingency missions by ensuring operational activities comply with applicable international agreements, U.S. Government policies, Department of Defense directives, and host nation regulatory requirements.  

Working closely with SOCPAC, Service Components, U.S. Embassy personnel, Defense Attaché Offices, host nation authorities, customs agencies, and mission partners, the SOFA-Regulatory Compliance Specialist facilitates cross-border movement of personnel, equipment, hazardous materials, and mission-critical cargo while identifying regulatory issues that could impact operational readiness or mission execution.  

Within the ILS2 program, the SOFA-Regulatory Compliance Specialist supports multiple Task Delivery Orders by providing technical   expertise   during mission planning, operational assessments,   logistics   operations, infrastructure projects, and contingency activities. The position helps ensure international legal authorities and host nation requirements are fully integrated into operational planning and execution while supporting distributed operations across the Indo-Pacific region.  

Responsibilities:

SOFA & International Agreement Compliance  

• Serve as the technical advisor supporting SOFA compliance and host nation regulatory requirements across   the Indo-Pacific Region.    

• Interpret and apply Status of Forces Agreements, Host Nation Support agreements, Acquisition and Cross-Servicing Agreements (ACSAs), and related international authorities.   

• Advise program personnel   regarding   legal and regulatory requirements affecting overseas operations.   

• Identify   compliance risks associated with international operations and recommend mitigation strategies.   

• Support operational planning by ensuring mission activities   remain   consistent with applicable international agreements.   

Customs, Border Clearance & Import/Export Support  

• Support customs clearance activities for Government equipment, supplies, hazardous materials, and mission cargo.   

• Coordinate import and export documentation supporting international   logistics   operations.   

• Assist   with customs inspections, cargo documentation, and host nation regulatory processes.   

• Support cross-border movement of personnel and Government property.   

• Coordinate with customs agencies, freight forwarders, and   logistics   providers to resolve regulatory issues.   

Diplomatic Clearance & Host Nation Coordination  

• Support requests for diplomatic clearances associated with personnel movements,   aircraft , vessels, and specialized equipment.   

• Coordinate regulatory requirements with U.S. Embassies, Security Cooperation Offices, Defense Attaché Offices, and host nation ministries.   

• Facilitate communication between Government stakeholders and host nation regulatory authorities.   

• Support development of procedures that improve international coordination and operational responsiveness.   

• Maintain awareness of evolving host nation regulatory requirements affecting mission execution.   

Operational Planning Support  

• Participate in   logistics   planning supporting OPLANs, CONPLANs, Theater Campaign Plans, exercises, and contingency operations.   

• Review operational plans to   identify   SOFA and host nation regulatory considerations.   

• Provide recommendations supporting distributed   logistics , expeditionary basing, and theater sustainment.   

• Assist   operational planners in resolving regulatory issues affecting deployment timelines and mission execution.   

• Support planning for humanitarian   assistance , disaster response, and crisis response operations.   

Regulatory Documentation & Compliance  

• Prepare regulatory documentation supporting   logistics , infrastructure, and operational activities.   

• Maintain   records associated with international agreements, customs activities, permits, and clearances.   

• Develop compliance guidance, checklists, and standard operating procedures.   

• Monitor changes in host nation regulations and international agreements affecting operations.   

• Prepare reports and briefings supporting Government leadership.   

Stakeholder Coordination  

• Coordinate with SOCPAC, Service Components, Combatant Command staff, U.S. Government agencies, coalition partners, and host nation representatives.   

• Support multidisciplinary teams executing   logistics , infrastructure, and mission support activities.   

• Participate in synchronization meetings, operational planning sessions, and customer engagements.   

• Foster collaborative relationships supporting efficient international operations.   

• Assist   in resolving regulatory issues   impacting   operational timelines.   

Continuous Improvement  

• Identify   opportunities to streamline customs, diplomatic clearance, and regulatory compliance processes.   

• Support lessons learned activities and continuous process improvement initiatives.
