Job Description Summary The Project Procurement Senior Manager is responsible for leading a high-performing Project Procurement organization supporting a multi-billion-dollar project business. This role provides strategic and operational leadership for all project procurement activities across the region, ensuring execution excellence from order placement through project completion while delivering best-in-class performance in safety, quality, schedule, cost, cash flow, and customer satisfaction.

Leading an organization of approximately 30 procurement professionals through a team of Procurement Team Leaders, this position is accountable for developing organizational capability, driving operational excellence, establishing procurement governance, strengthening supplier performance, and enabling successful execution of an expanding portfolio of complex EPC projects.

The role partners closely with executive business leaders, Project Management, Engineering, Global Sourcing, Quality, Finance, Planning, Construction, Logistics, Legal, and Commercial teams ensure procurement remains a strategic competitive advantage for the business.

Job Description

Strategic Leadership • Develop and execute the regional Project Procurement strategy aligned with business growth objectives. • Lead the evolution of the Project Procurement organization to support increasing business complexity and future growth. • Build a culture focused on accountability, collaboration, innovation, customer satisfaction, and operational excellence. • Translate business strategy into organizational priorities and measurable performance objectives. • Drive continuous transformation of procurement processes, systems, governance, and organizational capabilities.

Organizational Leadership • Lead, coach, and develop a high-performing organization of approximately 30 procurement professionals through multiple Team Leaders. • Create an environment of engagement, accountability, collaboration, and continuous learning. • Establish succession planning and leadership development programs. • Build organizational capability through talent acquisition, mentoring, performance management, and career development. • Foster leadership excellence at all levels of the organization. • Promote employee engagement while maintaining a strong performance culture.

Project Procurement Execution Provide overall leadership for procurement activities throughout the project lifecycle including: • Procurement strategy • Purchase order execution • Supplier performance management • Expediting • Documentation management • Commercial issue resolution • Claims support • Risk mitigation • Final project closeout

Ensure procurement activities consistently meet project commitments regarding: • Schedule • Budget • Cash flow • Quality • Safety • Customer expectations

Operational Excellence • Establish standardized procurement processes across all projects. • Drive best practices and operational discipline throughout the organization. • Develop meaningful KPIs and performance dashboards. • Improve productivity through Lean principles and continuous improvement initiatives. • Lead digital transformation initiatives involving procurement systems, reporting, automation, and analytics. • Promote standard work and process compliance while encouraging innovation.

Supplier Strategy • Strengthen strategic supplier relationships and executive-level engagement. • Monitor supplier quality, delivery performance, and commercial competitiveness. • Drive supplier performance improvement initiatives. • Support supplier development and qualification activities.

Business Partnership Act as the senior procurement leader supporting: • Project Directors • Project Managers • Commercial Leaders • Engineering • Finance • Quality • Planning • Construction • Global Sourcing

Provide strategic guidance on: • Procurement planning • Commercial risk • Supplier strategy • Cost optimization • Schedule recovery • Escalation management • Executive decision making

Governance & Risk Management • Ensure compliance with company procurement policies and procedures. • Maintain strong governance throughout procurement execution. • Identify, assess, and mitigate procurement risks. • Support contract strategy and commercial negotiations. • Ensure audit readiness across procurement operations. • Drive ethical sourcing and regulatory compliance.

Financial Leadership Drive business performance through: • Cost optimization • Cash flow management • Forecast accuracy • Budget adherence • Productivity improvements • Procurement savings • Claims mitigation

Qualifications

Required • Bachelor’s degree in business, Engineering, Supply Chain, Operations, or related discipline. • Minimum 15 years of progressive experience in Procurement, Supply Chain, Project Management, or EPC execution. • Minimum 8 years leading large procurement organizations. • Demonstrated experience leading managers and developing leadership teams. • Experience supporting large-scale industrial, infrastructure, energy, or EPC projects. • Experience operating within a complex global matrix organization. • Strong commercial and contractual knowledge. • Excellent communication and executive presentation skills. • Fluent English. French is a plus. • Ability to travel 50% of the time • Excellent excel and ppt skills. Power BI is a plus

Preferred • MBA or Master's Degree. • CPSM, CIPS, PMP, or equivalent professional certification.
