Job Description: GDIT is seeking an experienced Lead Project Manager to support the Department of Homeland Security Headquarters on the St. Elizabeths Technology Services (SETS) program. The role requires technical expertise, leadership, and a strong commitment to delivering high-quality project solutions in alignment with customer needs and program objectives.
Key Responsibilities: Project Coordination and Leadership • Collaborate with systems, campus wiring, IT, PS, RF, AV engineers, technicians, and CADD teams throughout project initiation, design, implementation, and closeout. • Coordinate with the Operations and Maintenance (O&M) team to transition completed projects. • Engage with stakeholders from the government, construction, and design teams throughout the lifecycle of the project. • Serve as a manager leading and supervising project management staff, ensuring the generation of high-quality project performance metrics and reports (i.e., cost, schedule, and performance).
Project Planning and Execution • Lead or assist with estimates, project schedule development, and technical engineering installation documentation using MS Project, Excel, and Word. • Work with customers to gather and translate technical requirements into actionable project plans. • Oversee project labor and material budgets, ensuring alignment with estimates. • Manage procurement efforts, working with remote logistics and procurement teams.
Monitoring, Reporting, and Risk Management • Maintain accurate status reports for all projects. • Identify, monitor, and mitigate project risks that could impact budget, timeline, or scope. • Adapt corporate management practices to mitigate risks and provide guidance for GDIT project managers using experience with a variety of concepts, practices, and procedures. • Review and recommend updates to the risk approach based on lessons learned.
Quality Assurance and Documentation • Assure the quality of project deliverables, including engineering reviews and site visits. • Facilitate project closeout by submitting required test documentation, securing formal approval for results, and transitioning as-built documentation to the Operations team.
Stakeholder Engagement and Team Collaboration • Attend and actively participate in weekly engineering and construction meetings for assigned projects. • Resolve technician installation-related issues by collaborating with field supervisors. • Ensure adherence to program engineering and project management processes.
Management and Oversight • Approve Program Work Authorizations (PWAs), Estimate to Complete (ETC) reviews, and risk documentation updates. • Manage Build and Design staff to include timesheet oversight. • Effectively manage interactions across SETS II Integrated Master Schedule (IMS) project schedules to ensure deliverables align with overall goals.
Required Qualifications • Education: Bachelor’s degree (BA/BS); equivalent experience will be considered. • 5+ years of experience managing or assisting with technical design/build or construction projects/programs. • Background in technology systems with the ability to successfully comprehend complex technical solutions.
Skills • Experience in reviewing technical engineering designs. • Experience developing cost and schedule deliverables and managing baseline costs and schedules, including risk identification and management. • Proven ability to supervise and manage project management staff while ensuring high-quality performance metrics generation. • Strong organizational skills to manage competing priorities and limited resources across multiple tasks. • Strong ability to act as a liaison between internal and external stakeholders, including senior leaders, engineering teams, and construction groups. • Proven capability in gathering and translating customer requirements into actionable documentation for engineering/CADD teams. • Strong organizational skills with the ability to manage competing priorities and limited resource pools across multiple tasks. • Proficiency in project management tools, including MS Project, Excel, Word, SharePoint, and Visio. • Ability to work independently and collaboratively with program leadership and engineering teams.
Clearance Requirement • Active Top-Secret Clearance • Must be able to obtain and maintain a DHS EOD (Entry On Duty)
Preferred Qualifications • Project Management Professional (PMP) certification. • Experience managing risk in complex projects and clearly communicating risk impacts to stakeholders. • Strong attention to detail and commitment to delivering high-quality work, including design documentation, estimates, and transition plans.
Working Conditions This role is primarily based at the Department of Homeland Security Headquarters, with close collaboration among stakeholders. Regular participation in meetings is required to ensure project success.
