And our work depends on a Program Director joining our Premium Stabilization Program (PSP) team remotely to support the Centers for Medicare and Medicaid Services (CMS). Work visa sponsorship will not be provided for this role. At GDIT, people are our differentiator. As the Program Director supporting CMS, you will be responsible for the overall performance, management, and success of the PSP program, supporting the Marketplace, Premium Stabilization, and No Surprises Act programs. This role requires extensive experience overseeing complex, multi-task, multi-stakeholder projects; deep familiarity with CMS programs; and strong administrative, fiscal, supervisory, and strategic leadership capabilities. The PSP Program Director operates within a cybersecurity-aware environment and coordinates effectively with CMS, subcontractors, and internal functional teams. In this role, a typical day will include: • Assuming full responsibility for contract and program performance, including strategy, execution, and compliance. • Directing and overseeing all program activities across multiple programs and teams, such as PMO, Security, Infrastructure, Help Desk, Data, and BA/Test teams. • Leading multi-task, multi-discipline projects, ensuring resource alignment, timeline adherence, and quality delivery. • Providing administrative and fiscal management oversight, ensuring responsible control of funds and resource utilization. • Supervising technical and administrative personnel, including subordinate managers; assigning schedules; enforcing work standards; reviewing work discrepancies. • Serving as primary liaison to CMS, maintaining proactive communication, coordination, and responsiveness. • Negotiating tasks, clarifying requirements, and resolving issues with CMS, issuers, auditors, contractors, and subcontractors. • Managing and monitoring subcontractor activities, ensuring work quality, alignment with standards, and adherence to timelines. • Overseeing vendor management and collections operations, including financial data handling, billing, payment tracking, outreach, and compliance coordination with systems such as HIGLAS, Pay.gov, EPS, MIDAS, and OPERA. • Operating within a cybersecurity-compliant, FedRAMP-certified environment involving Salesforce, AWS, Bulk API processes, secure data exchanges, and multiple external integrations (CMS Portal, HIOS, MATS, HIGLAS, EPS, MIDAS, Opera). • Maintaining comprehensive program documentation; oversee development of user training, communications, webinars, and outreach materials. • Supporting operational metrics reporting, help desk analytics, and continuous improvement.

• Expanding program integrity and analytical sophistication by strengthening data-driven capabilities (including areas such as enhanced FWA detection) to proactively identify risks and improve overall program performance. • Advancing operational maturity through streamlined processes, automation, and scalable frameworks that increase efficiency, consistency, and adaptability across all PSP functions. • Deepen strategic partnership with CMS and key stakeholders by anticipating emerging needs, proposing forward-looking improvements, and elevating communication and responsiveness to enhance mission impact. • Serve as a strategic advisor to Consumer Related Insurance Strategic Programs (CRISP) division and CMS Sector leadership, synthesizing policy developments, industry trends, and competitive intelligence to inform long‑range planning and strategic positioning. • Provide strategic support across the CRISP division, ensuring alignment between program‑level initiatives and the broader CMS Sector roadmap, and providing leadership with forward‑looking insights on resource needs, risks, and strategic opportunities. • Support innovation activities by scouting new capabilities, tools, or methods that could improve efficiency, strengthen customer engagement, or expand the sector’s competitive advantage. • Serve as a strategic integrator across teams by identifying interdependencies between CRISP division initiatives and CMS Sector-level priorities, helping leadership anticipate impacts and optimize resource allocation.

REQUIRED QUALIFICATIONS: • Bachelor’s degree and 20+ years of senior management experience overseeing large-scale, multi-task projects within regulated environments. • 15+ years of experience with the Centers for Medicare and Medicaid Services (CMS) programs, Affordable Care Act (ACA) risk adjustment operations, RADV, audit processes, and multi-vendor ecosystems. • Advanced proficiency in Microsoft SQL Server, Python, Power BI, and Tableau. • Experience supervising/managing technical personnel, enforcing standards, managing subcontractors, and assuring quality deliverables. • Demonstrates excellent communication skills, including written, verbal, listening, presentation, and facilitation, experienced with leadership and stakeholder management skills. • Candidate must be able to obtain Public Trust clearance. • Candidate must have lived in the United States at least three (3) out of the last five (
