General Summary
Location: Waterford, MI (Hybrid with flexibility) Salary Range: $107,853 - $144,503
Are you a strategic leader ready to create structure, drive efficiency, and deliver impactful procurement solutions?
Oakland County is hiring a Procurement Manager to lead its centralized purchasing program. In this leadership role, you’ll modernize and guide procurement operations, manage high-impact contracts, and ensure compliance with policies and regulations—all while driving efficiency and expanding supplier diversity.
What You’ll Do • Improve workflows, update policies, and recommend technology enhancements. We need your innovative ideas on taking our procurement functions to new heights. • Lead and supervise the Procurement Division, setting priorities and supporting staff development. Coaching, training and developing team members and holding them accountable for meeting a new standard and expectation. • Oversee contracts, RFPs, and purchasing documents to ensure compliance, accuracy, and value. • Negotiate and manage complex, high-visibility contracts. • Partner with County departments and leadership to develop strategic procurement solutions. • Ensure transparency through reporting and adherence to local, state, and federal regulations. • Advance supplier diversity through vendor outreach and engagement.
Why You’ll Love It • Make an Impact: Support essential County services ( Parks, Sherriff, Courts, etc.) through responsible procurement. • Lead & Influence: Shape procurement strategy and build and guide a skilled team. • High-Visibility Work: Contribute to projects that affect the entire organization. • Innovative Environment: Help modernize processes and explore new technologies. • Work-Life Balance: Hybrid schedule with flexibility. • Great Benefits and Perks: Excellent retirement contribution and insurance options Minimum Qualifications EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES REQUIRED MINIMUM QUALIFICATIONS • Possess a Bachelor’s degree from an accredited college or university with a preferred major in Business Administration, Public Administration, Economics, Accounting, or related field of study. • Have a minimum of eight (8) years of full-time professional procurement or purchasing experience, in a private or public sector/government entity, at least three (3) years of which included the supervision or leadership of employees.
ADDITIONAL DESIRABLE QUALIFICATIONS • Possession of one of the following professional certificates or equivalent: Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), or Certified Professional in Supply Management (CPSM). • Considerable knowledge of general methods and procedures for purchasing supplies and services within a defined field of activity, and familiarity with basic market conditions affecting price and availability of purchased items. • Considerable experience managing a Union represented workforce. • Considerable knowledge of purchasing practices and policies, and of laws and regulations governing public procurement. • Substantial ability to make work decisions in accordance with laws, rules, regulations, and departmental policies. • Considerable knowledge of Artificial Intelligence and use within purchasing technology. • Substantial experience in contract negotiations and networking. • Considerable experience engaging in vendor outreach and education, including supplier diversity efforts. • Substantial ability to prepare and revise complex contracts, contract amendments, bid documents, and purchase orders. • Substantial ability to plan, organize, direct, and evaluate work performed by others. • Substantial ability to establish and maintain effective working relationships with vendors, salespeople, County officials, employees, and the public. • Substantial ability to collect, summarize, analyze, and present information and to prepare and present recommendations related to competitive bids, procurement policies and practices. • Substantial ability to work effectively with County management resolving administrative level problems. • Substantial ability to utilize current word processing, Excel spreadsheets, database, e-mail, and Internet software.
SUPERVISION EXERCISED • Plans, directs, makes staffing decisions and exercises managerial control over the Procurement Division. • For a team of 4-8 employees: Instructs, assigns, schedules, checks work, appraises performance, and recommends employees for salary increase or promotion. • Participates in decisions to discipline and discharge. • Communicates policies, procedures and all change management
ESSENTIAL JOB FUNCTIONS • Oversees development of all contracts and/or lease agreements by procurement staff to ensure that the strategy. language, terms, conditions, and provisions contained therein are appropriate, current, and accurate. • Collaborates with Department Directors, Administrators, and Elected Officials in developing departmental specifications based on strategic direction, needs, long term cost savings, and design solicitations. • Reviews and approves any reports or activities related to procurement that are generated for the public
