Job Summary
The Operational Resilience Systems & Data Analyst leads system, data, reporting, dashboard, workflow, product liaison, and records-quality activities that support Disaster Recovery, Exercise & Training, Emergency Coordination & Intelligence, Response & Recovery Planning, and Operational Resilience. This role develops analytics, monitors system-of-record quality, supports automation and workflow improvements, validates data integrity, gathers tool and vendor requirements, prioritizes enhancement inputs, and produces leadership-ready reporting that tells the story of resilience through outcome-based metrics, trend analysis, and decision-ready insights. What You'll Do:
Essential Job Functions & Tasks: • Leads data quality reviews, reporting routines, dashboard development, system-of-record implementation, maturity planning, workflow improvement, and resilience tool requirements across resilience functions.
• Develops analytics for critical business services, dependencies, critical paths, exercise results, validation outcomes, corrective actions, readiness measures, operational risk trends, and program maturity.
• Monitors data integrity, stale records, duplicate information, workflow gaps, evidence completeness, reporting inconsistencies, and missing information that limits the enterprise forest view.
• Partners with functional teams to translate governance, policy, standards, audit, ISO 22301, applicable utility-industry resilience practice, and operational requirements into data fields, workflows, dashboards, reports, and tool enhancement requests.
• Serves as product liaison for resilience systems by gathering business requirements, coordinating with IT and vendors, supporting tool implementation, and helping prioritize enhancement requests against operational priorities.
• Manages system-of-record maturity activities by assessing current-state capability, coordinating implementation improvements, defining data governance needs, supporting roadmap prioritization, and monitoring adoption, usability, and continuous improvement outcomes.
• Develops leadership-ready reporting packages, storyboards, trend analysis, risk indicators, outcome-based metrics, and performance insights that explain whether resilience capabilities are improving.
• Supports incident, exercise, audit, activation, and executive reporting activities by producing timely data, status information, dashboards, and evidence packages.
Additional Requirements: • Experience with emergency management, business continuity, disaster recovery, mass notification, crisis management, training, and exercise-related tools and technologies (e.g., CEM, BCM, emergency notification systems, resilience platforms, exercise management systems, and incident management applications).

Work Experience Requirements are listed below: • Minimum 2–4 years of experience in data analysis, reporting, systems support, resilience, business continuity, disaster recovery, emergency management, risk, compliance, or related disciplines.
Preferred Requirements: • ServiceNow or similar system experience, dashboard tools, data visualization, workflow support, reporting support, and certifications such as Power BI, Microsoft Power Platform, ServiceNow Foundations or Certified System Administrator, ITIL, ABCP, Tableau, Lean Six Sigma, or equivalent.

Education and Work Experience requirements are listed below: • Bachelor’s Degree in Data Analytics, Information Systems, Business, Risk Management, Emergency Management, Computer Science, Business Continuity, or related field, or equivalent combination of education, certifications, and relevant experience.
Work Experience Requirements are listed below: • Minimum 4–6+ years of experience in data analysis, reporting, systems support, resilience, business continuity, disaster recovery, emergency management, risk, compliance, or related disciplines.
Preferred Requirements: • Dashboard development, workflow design, ServiceNow or similar system experience, data visualization, reporting automation, analytics, product liaison or tool requirements experience, and certifications such as Power BI, Microsoft Data Analyst Associate, Microsoft Power Platform, ServiceNow Certified System Administrator, ITIL, ABCP, CBCP, Tableau, Lean Six Sigma, or equivalent.
License(s)/Certification(s) are listed below: • Power BI, Microsoft Power Platform, ServiceNow Foundations or Certified System Administrator, ITIL, ABCP, Tableau, Lean Six Sigma, or equivalent certification preferred.

Compensation Data Compensation Grade:

$87,633.00 - $128,688.00 The Physical Demand Level for this job is: S – Sedentary Work: Exerting up to 10 pounds of force occasionally (Occasionally: activity or condition exists up to 1/3 of the time) and/or a negligible amount of force frequently.
