Position Description: The On-Site Program Manager (PM) will serve as the senior Contractor representative responsible for the successful execution, management, and oversight of mission support services provided to the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), International Affairs Subdivision. The PM will be responsible for all Contractor work performed under the task order and will provide overall direction and supervision to Contractor personnel supporting CISA International. The PM will serve as the single point of contact for the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Technical Point of Contact (TPOC) and will be accountable for maintaining the schedule, quality, staffing, and overall performance of Contractor services and deliverables. The position is designated as Key Personnel under the contract. The successful candidate will combine strong federal program and project management experience with the ability to provide strategic advice, technical guidance, detailed analysis, and actionable recommendations addressing mission-critical challenges. The PM will operate in a dynamic environment supporting CISA’s international engagement mission and Agency and senior leadership priorities.

Responsibilities and/or Success Factors:
Program and Task Order Management
• Provide overall leadership, direction, coordination, and management of all Contractor personnel and activities performed under the task order.
• Serve as the primary Contractor interface and single point of contact with the CO and COR.
• Maintain the schedule and quality of all Contractor services, products, and deliverables.
• Oversee less senior personnel and assume responsibility for the performance of staff assigned to the requirement.
• Provide strategic advice, technical guidance, and subject matter expertise to program and project personnel.
• Analyze client-specific and mission-critical challenges and provide recommendations for process improvement, optimization, development, and maintenance.
• Lead or supervise studies and surveys, analyze resulting data, and develop recommendations and solutions for Government stakeholders.
Project Planning and Controls
• Develop, implement, maintain, and update the Project Management Plan (PMP).
• Establish and manage the contract Work Breakdown Structure (WBS), organizational structure, roles, responsibilities, and authorities.
• Implement management controls to ensure performance, cost, and schedule requirements are achieved.
• Establish common processes for cross-task activities, including:
• Risk management
• Configuration management
• Subcontractor management
• Quality assurance
• Maintain the PMP throughout performance and provide updates when activities are re-planned.
• Support development and maintenance of required project and business continuity plans. Performance Monitoring and Reporting
• Prepare and submit accurate and timely Monthly Status Reports (MSRs) to the CO and COR.
• Participate in monthly Program Management Review meetings and quarterly program reviews.
• Track and report project milestones, anticipated completion dates, cumulative funding and expenditure rates, invoicing information, current and planned activities, schedule performance, and contract administration issues.
• Maintain visibility into staffing levels and attrition and ensure staffing information is kept current.
• Identify, document, track, and communicate program risks, mitigation plans, and mitigation actions.
• Monitor deviations from planned performance and develop corrective actions and recommendations as appropriate.
• Provide monthly progress reporting covering work performed, direct costs, technical progress, schedule status, travel, concerns, and recommendations.
Staffing and Personnel Leadership
• Provide overall direction to Contractor personnel assigned to the task order.
• Manage staffing across multiple task areas and ensure qualified personnel are available to meet Government requirements.
• Maintain and update the contract staffing plan, including labor categories, personnel availability, staffing approaches, and retention information.
• Monitor staffing levels, attrition, personnel performance, and continuity of operations.
• Ensure Contractor personnel and subcontractors maintain required professional certifications, accreditations, clearances, and proficiency appropriate to their assigned areas of expertise.
• Ensure personnel understand and comply with applicable DHS safety, security, conduct, identification, and facility requirements.
Government and Stakeholder Coordination
• Maintain proactive and professional communication with the CO, COR, Government leadership, Contractor personnel, and subcontractor personnel.
• Meet with the COR as requested to present deliverables, discuss program progress, exchange information, and resolve emerging technical or performance issues.
• Respond to Government requests for discussion or resolution of technical problems within four hours of notification.
• Maintain availability to the COR by telephone between 8:30 a.m. and 5:30 p.m. Eastern Time, Monday through Friday.
• Coordinate Contractor activities to support CISA Internation
