Mergers & Acquisitions Financial Analyst

The St. Louis Fed is one of 12 Reserve Banks serving all or parts of Missouri, Illinois, Indiana, Kentucky, Tennessee, Mississippi and Arkansas. Overview      T he Federal Reserve Bank of St. Louis supervi ses   state member banks , along with   bank and savings and loan holding companies ,   located w ithin the Eighth Federal Reserve District .   Situated within the Supervision, Credit, and Learning Division,   the Mergers & Acquisitions   (M&A) Unit   processes   state member   bank and holding company   regulatory filings   and notifications   for   mergers,   acquisitions,   change s   in   bank   control,   and   de   novo   branch es .  

The M&A Unit is seeking a Financial Analyst to join our specialized team. Reporting directly to the   u nit   m anager, the successful candidate will work collaboratively with fellow   f inancial   a nalysts to support the   Eighth District ’s   regulatory application review process.  

As an M&A Financial Analyst, you will independently manage a caseload of application and notice filings from initial intake and acceptance through comprehensive review, analysis, and final disposition. In this capacity, you will evaluate filing proposals against relevant statutory factors and analytical considerations, including assessing the financial and managerial condition of applicant and target entities ,   analyzing their   prospects , and identifying potential concerns for timely escalation to   unit management . You will prepare comprehensive documentation that includes thorough summaries of filing proposals, detailed analysis against statutory factors and regulatory considerations, and   supported   recommendations for action by the Reserve Bank under delegated authority or referral to Federal Reserve Board of Governors ’   staff.  

Y ou will   also   serve as a subject matter expert on assigned filings, present ing   case summaries and status updates in weekly team and ad hoc   meetings . The position requires frequent collaboration with stakeholders, including internal teams such as safety and soundness, consumer affairs, and legal staff, as well as external parties including other bank regulatory agencies, applicants and their representatives, and Federal Reserve Board of Governors ’   staff. Additionally, you will have opportunities to participate in special projects and Federal Reserve System M&A workgroups, contributing to broader   System M&A initiatives.   

Responsibilities  

• Serve as the primary analyst assigned to manage multiple filings  

• D emonstrate sound understanding of filing proposals  

• Demonstrate strong time management and prioritization skills to adhere to strict deadlines driven by regulation or System policy  

• Prepare high-quality written correspondence and analysis summaries, which document analyses and recommendations  

• Maintain knowledge of banking laws and regulations and Board policies and guidance  

• Demonstrate   strong   financial analysis techniques  

• Conduct presentations with internal stakeholders and Federal Reserve Board of Governors ’   staff ,   demonstrat ing   a thorough understanding of filing proposals  

• Maintain   effective   relationships with key stakeholders within the District, throughout the System, and with external   c onstituents  

• Special projects as assigned  

Qualifications / Desired   Skills  

• Bachelor's   degree   in   economics,   finance,   accounting,   business administration   or   similar   fields   of study or   commensurate   experience    

• 7   years'   related   experience   (e.g.,   f inancial   a nalyst, bank   examiner   or similar position s )    

• S pecialized   knowledge   of   activ ities closely associated with   M&A   work   (e.g., banking, banking regulation s , accounting   guidance,   law ,   or related areas)    

• Attention to detail  

• A bility to   synthesize   information    

• Candidates   with   less   experience   may   be   considered   at   a   lower   job   grade   or   salary    

• Travel   (5%)    

• US Citizen or lawful permanent resident intending to become a citizen who meets certain other requirements

Salary: $103,800-$135,000
