What You Will Do :
Our professionals help our clients to identify, evaluate, and solve some of their most complex challenges, assisting them in achieving their strategic goals and objectives to fulfill their mission. We help our clients transform their business processes, improve efficiency of operations, evaluate and improve internal controls, strengthen policies and controls, increase transparency and performance management, and comply with Federal laws and regulations. The nature of our projects can be fluid and requires self-motivated individuals that are willing to develop solutions on their own or in a team of highly skilled professionals. Project team members are provided the opportunity to interact with our clients’ senior management, as well as the opportunity to enhance their skills in the area of technical competency, business development, client service, leadership, project management, and people development. This role will support a Government agency within the homeland security enterprise with opportunities to expand your support to other national security-related organizations. Responsibilities include, but are not limited to: • Conduct comprehensive research and analysis of technical and general ledger accounting and preparations of federal financial statements and notes.
• Read, interpret and develop financial management regulatory and/or accounting guidance and procedural documents.
• Verify the accuracy, completeness, and validity of a wide variety of accounting functions/transactions including fund balance with Treasury, accounts receivable, obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, earnings, collections, eliminations, and journal vouchers.
• Prepare and review documents from varied sources for accuracy, validity, expenditure limitation, and correct accounting data; balancing and maintaining the subsidiary ledgers; performing various reconciliations such as un-liquidated contractual obligations, fund balance with Treasury, accounts receivable, unfilled customer orders, and other USSGL accounts.
• Develop point papers, briefing materials, graphical presentations, and to make formal oral presentations of these materials to all levels of government personnel.
• Educate and inform management in the various alternatives for delivery of financial/operational services.
• Research and implement best practices to remediate and advise on audit findings and internal control deficiencies.
• Provide clear technical direction and guidance to all lower-level personnel, as applicable.
• Research and implement best practices to make recommendations for improved business processes (operational and transactional).
• Assess financial implementations against audit readiness criteria, including system architecture, business process design, customizations, data quality, interfaces, cutover readiness, and reporting
• Review to‑be process documentation and risk control matrices to identify nonstandard or outdated processes and recommend standardized solutions
What You Will Need : • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred
• Bachelor’s degree
• SIX (6) years of experience in finance, accounting, financial management, audit, or another related financial field
• Recognized as an expert in their specific field(s). Examples include conducting studies, analyzing findings and making recommendations on substantive operating programs that required applying a knowledge of qualitative and quantitative analytical techniques along with a knowledge of the mission, organization, and work processes of the programs and the relationships of administrative support activities; performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning including developing guidance on techniques for management and methods improvement, analyzing and advising on proposed reorganizations or realignment of functions, and developing manuals and directives covering varying aspects of operations.
• Strong qualitative, analytical, and conceptual problem-solving skills.
• Proven ability to lead and motivate others.
What Would Be Nice To Have : • Willingness to learn and participate in business development activities and internal firm objectives.
• Experience working directly with Department of Homeland Security (DHS).
• Experience analyzing and assessing financial system modernization impacts throughout the lifecycle of the program
• Certified Public Accountant (CPA) or other federal financial management/accounting certification (e.g., Certified Government Financial Manager (CGFM)/Certified Defense Financial Manager (CDFM)).
• Clear written and verbal communication skills to document decisions, issues, and report outcomes
• Ability to support stakeholders in a fast-moving, multi-vendor/stakeholder environment
• Strong abilities in tracking action items, closing the loop, and following through without repeated prompting
• Familiarity with working with large datasets and source systems
• Federal financial awareness
