Manager, Commercial Contract Compliance & Administration
Position Summary
Nebius develops and operates high-density data centers that support artificial intelligence and advanced computing workloads. The Manager, Energy Regulatory Compliance & Contract Administration, will oversee the regulatory and contractual obligations associated with the company’s electricity, natural gas, utility, and energy-market activities.
This position is responsible for helping preserve the company’s “license to operate” by ensuring that required registrations, licenses, reports, renewals, notices, and other regulatory obligations are completed accurately and on time. The Manager will also administer the post-execution life cycle of energy-related agreements, including tracking contractual commitments, deadlines, notices, security requirements, billing provisions, and renewal or termination rights.
The position will serve as a central liaison among Energy Supply, Energy Risk Management, Site Development, Data Center Operations, Engineering, Finance, Treasury, Credit, Procurement, Sustainability, and Legal. It will also coordinate directly with utilities, state regulatory agencies, independent system operators and regional transmission organizations, energy suppliers, and external advisors.
This is a hands-on, player-coach role. The successful candidate will be comfortable personally managing detailed compliance and contract-administration work while developing scalable processes and, as the company grows, supervising employees or third-party service providers.
Key Responsibilities
Energy Regulatory Compliance
• Develop and maintain a comprehensive inventory of regulatory requirements applicable to the company’s energy activity, data center sites, utility relationships, energy procurements, and market activities.
• Manage applicable federal, state, utility, and ISO/RTO registrations, licenses, certifications, reports, renewals, attestations, and fee payments.
• Coordinate regulatory filings associated with electricity and natural gas activities, including filings with public utility commissions, energy agencies, utilities, ISO/RTO organizations, and the U.S. Energy Information Administration, as applicable.
• Maintain a centralized regulatory calendar that identifies filing dates, renewal dates, responsible parties, data requirements, approval steps, and evidence of completion.
• Translate regulatory requirements into clear business procedures, action plans, controls, and assigned responsibilities.
• Coordinate the collection, review, validation, approval, and submission of data used in regulatory reports and filings.
• Identify potential compliance gaps, missed obligations, or emerging risks and promptly escalate them with recommended corrective actions.
• Maintain documentation demonstrating compliance, including approvals, correspondence, filing confirmations, licenses, workpapers, supporting calculations, and audit records.
Energy Contract Administration
• Administer the post-execution lifecycle of the company’s energy-related agreements, which may include:
• Electric utility service and large-load agreements.
• Interconnection and transmission agreements.
• Retail and wholesale power supply agreements.
• Power purchase agreements.
• Natural gas supply and transportation agreements.
• Credit support, collateral, guaranty, and security arrangements associated with energy transactions.
• Enter and maintain contractual compliance, notice, and performance timelines in the company’s contract-management or compliance-tracking systems.
• Track upcoming milestones and provide advance notice to responsible business owners.
• Coordinate required contractual notices, certifications, reports, approvals, amendments, extensions, assignments, and renewals.
• Support Legal and Energy teams during contract negotiations by providing historical records, obligation analyses, operational data, and administrative coordination.
• Partner with Finance, Treasury, Credit, Energy Procurement, and Operations to monitor deposits, letters of credit, guaranties, collateral postings, credit requirements, and other financial assurance obligations.
Compliance Controls, Systems, and Reporting
• Design and maintain scalable policies, procedures, checklists, calendars, workflows, responsibility matrices, and approval controls.
• Establish quality-control procedures for validating regulatory filings and contractual deliverables before submission.
• Develop dashboards and management reports covering filing status, upcoming deadlines, contract milestones, open issues, regulatory developments, audit activity, and compliance risks.
• Maintain accurate information in regulatory, contract-management, enterprise resource planning, and document-management systems.
• Identify opportunities to automate recurring filings, reminders, document collection, data validation, and management reporting.
• Lead process-improvement initiatives that improve accuracy, reduce manual effort, clarify ownership, and strengthen audit readiness.
