The Infrastructure Acquisition Group

The Infrastructure Acquisition Group evaluates the land, power, connectivity, and data-center capacity required to support the continued expansion of the Nebius AI Cloud.

The group works across Engineering, Energy, Finance, Legal, Network, Technical Due Diligence, Project Development, and Delivery to assess potential infrastructure markets and opportunities. As Nebius expands across the Americas, the group is developing the analytical frameworks, governance standards, and decision-making processes needed to evaluate colocation, build-to-suit, powered-land, and other strategic infrastructure opportunities consistently.

About the Consulting Engagement

Nebius is seeking a Management Consultant specializing in infrastructure site selection to provide temporary, project-based advisory services to the Infrastructure Acquisition Group.

The consultant will assess Nebius’ existing site-selection practices, evaluate strategic infrastructure markets, identify organizational and transaction-related risks, and recommend a scalable site-selection operating model for the Americas.

This is an advisory position established to address a defined, non-routine business need during the buildout of Nebius’ infrastructure-acquisition function. The consultant will provide specialized analysis and recommendations to Nebius leadership but will not independently acquire property, execute agreements, make final investment decisions, supervise permanent employees, or assume responsibility for Nebius’ routine infrastructure-acquisition operations.

The engagement will conclude following the completion and transfer of the defined consulting deliverables. The anticipated duration and project milestones will be specified in the applicable employment, consulting, and immigration-support documentation.

Consulting Objectives

The consultant will advise Nebius on how to:

• Establish a consistent methodology for evaluating potential AI infrastructure markets and sites across the Americas.

• Improve the quality, speed, and consistency of infrastructure-investment decisions.

• Develop an integrated assessment model covering power, network connectivity, land, permitting, construction readiness, commercial terms, and development risk.

• Identify gaps in current site-selection, due-diligence, and transaction-evaluation processes.

• Create repeatable governance standards, evaluation criteria, and decision-support materials for future infrastructure opportunities.

• Improve coordination among the internal functions that contribute to infrastructure-acquisition decisions.

• Develop recommendations that balance deployment speed, scalability, cost, risk, flexibility, and long-term strategic value.

Scope of Advisory Services

Current-State Assessment

• Evaluate Nebius’ existing infrastructure site-selection and opportunity-assessment practices.

• Interview relevant stakeholders to understand current decision-making processes, responsibilities, dependencies, and information flows.

• Identify gaps, inconsistencies, delays, and organizational risks within the current site-selection process.

• Assess how market, technical, commercial, financial, legal, energy, network, and development considerations are incorporated into acquisition recommendations.

• Benchmark existing practices against appropriate data-center, digital-infrastructure, and large-scale industrial-development methodologies.

• Present findings and improvement recommendations to Infrastructure Acquisition leadership.

Site-Selection Strategy

• Analyze priority and emerging infrastructure markets across the Americas.

• Develop strategic recommendations concerning the geographic markets Nebius should consider for future AI infrastructure expansion.

• Evaluate market conditions, including power availability, utility constraints, network and fiber availability, land availability, permitting requirements, incentive programs, development timelines, and competitive activity.

• Develop a structured methodology for comparing colocation, build-to-suit, powered-land, and other infrastructure alternatives.

• Advise leadership on the risks, benefits, constraints, and strategic implications associated with potential markets and infrastructure models.
