Job Type Unclassified Department Flood Control District About the Position The Maintenance Manager is not only a manager of people and resources but also a critical safeguard for the Flood Control District’s operational capacity, ensuring public safety and the reliable functioning of the infrastructure the community depends on.

This leadership role directly supervises two O&M Supervisors and 60+ indirect reports across four reporting locations. This position manages and oversees essential maintenance functions and staff, including a fabrication and equipment repair shop, heavy equipment operations, vector control support, field maintenance operations, and flood emergency response.  Beyond internal operations, the role is responsible for collaborating between County departments to ensure that work is performed to the highest standards and that program goals are accomplished accurately and responsibly.

We Require • Seven years of experience in skilled construction or maintenance, with two years of supervisory experience

• High school diploma or GED

• Post-secondary education in a related field may substitute for the required experience on a year-for-year basis

Other Requirements Successful candidates must currently possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire.

We Also Value • Bachelor's degree in a related field

• Demonstrated supervisory experience within a maintenance department, shop setting, and/or fleet management

• Demonstrated supervisory experience in public works construction or maintenance with storm water facility repair programs and projects

• Experience providing leadership to a workgroup consisting of 50+ personnel

• Experience preparing budgets for similar workgroups and/or project cost estimating

• Emergency response experience and working with Emergency Management Offices (FEMA, ADEM, or MCDEM)

Job Contributions • Direct, plan, organize, and coordinate the activities assigned to the Maintenance Branch staff, including a fabrication and repair shop, a vector control team, and heavy equipment operations. Establish, implement, and monitor quality control processes, procedures, and programs to ensure high-quality work and accountability of their assigned tasks  

• Coordinate with other County departments to ensure high-quality work and accountability for assigned duties and programs, including but not limited to District Fleet Manager, Radio Shop coordinator, Warehouse/inventory coordination, employee training, and Safety Committee participation

• Prepare and manage budgets for Flood Control maintenance projects, ensuring cost-effective resource utilization and adherence to budgetary constraints. Administer and monitor the annual branch budget, daily, monthly, and quarterly reports, and maintain operational records. Determine/approve needs for and requisition tools, materials, supplies, and equipment for operations and maintenance

• Coordinate the allocation and procurement of equipment, materials, and resources required for maintenance projects, ensuring availability and efficiency

• Assure compliance with all operational and safety rules and regulations, and department policies, procedures, and standards

• Supervise and work with assigned supervisors to develop performance management plans, ensure work quality and timely accomplishment of assigned duties and responsibilities, correct performance deficiencies, counsel, and implement discipline procedures as needed

• Manage 24-hour operations and execute emergency responses to flooding incidents, including storm damage and other natural disasters

• Evaluate daily operations and activities, and recommend improvements and modifications; plan, schedule, and prioritize activities and projects

• Respond to inquiries and resolve complaints and inquiries from the general public, and coordinate activities with other County departments, City, and State agencies as necessary

• Interact with the local community, addressing concerns and providing information about maintenance activities. May attend public meetings and respond to inquiries

• Other duties as assigned

Working Conditions • This position requires the employee to be in the office/field or customer-facing for all hours worked

• Must be able to work in a normal, indoor office environment and occasionally outdoors or drivin
