Overview The qualified individual aligns with, and supports, assigned Navy Service Component Command / Geographic Combatant Command (NSCC/GCC) headquarters planning for surging and setting a theater of operations: reducing response time, conditions-setting for future operations, planning shaping operations within a theater security cooperation plan. They achieve this by executing key standing requirements as defined within a performance work statement. The right candidate has experience supporting senior Navy or Joint headquarters, understands Navy and Joint planning processes, and has a working knowledge of how things get done in a Navy Headquarters. The position requires a solid understanding of service contracts within the Navy and DOD, how to determine appropriate level-of-effort as contractually defined, and the appropriate relationship between contractors and government representatives.
What You’ll Be Doing: • Produce three country or region books each year of the contract. This requirement is further divided into sections consisting of general information, transportation and distribution infrastructure, engineering infrastructure, and potential local vendors.
• Based on capability and/or capacity gaps identified by the client, produce three concepts of support for deliberate and/or time-constrained planning efforts each year of the contract. These concepts of support consist of detailed planning for theater opening, TPFDD analysis and integration, coordination with relevant Navy, DOD, and Governmental agencies, detailed RSOI planning, theater distribution, Host Nation and Combined staff integration and coordination, and detailed health care planning.
• Participation in three exercises each year of the contract. These may be in the form of NSCC/GCC virtual or live exercises, tabletop or staff focused. Participation may include MESL development, integration of exercise operational documentation, and provision of specifically relevant local information.
• When directed to do so, provide project planning and scheduling, to include site assessments, technical risk assessments, analytical products, environmental impact assessments, and resource estimates.
• Limited travel, as directed in support of the above activities.
• Additional requirements as requested by the client and developed and directed by the company headquarters.
Minimum Qualifications: • Applicants must possess a bachelor’s degree, preferably in Supply Chain Operations, Engineering, or Business. The type of degree is less important if applicant demonstrates relevant experience in a leadership or decision-making capacity.
• Applicant must have a current Top Secret clearance.
• At least 8+ years of experience in DoD/Service-level strategy, policy, planning and operations
• Must have and maintain a current passport.
• Previous military experience is desired but not required.
• This position requires excellent written and verbal communication skills as defined by Navy/Joint doctrine and regulation.
• Additionally, the applicant must be adept at building rapport down, laterally, and up within a military organization with a demonstrated ability to adjust communication style based on audience.
Experience: • Experience as a planner at the operational command level
• Recent experience within the NSCC/GCC area of responsibility
• Demonstrated experience in the assigned AOR is ideal.
Skills: • Superior written and verbal communication skills.
• A critical thinker capable of operating both independently and under distributed, virtual supervision. Capable of integrating multiple requirements while protecting the equities of multiple stakeholders.
• Must demonstrate proficiency in service component decision making processes, with a thorough understanding of TPFDD dynamics, to assist the NSCC in providing ILS2 technical and analytical expertise in the execution of exercises, operations, or contingencies to facilitate the integration of ILS2 capabilities into plans and operations.
Working Environment: Normal operations expect 80% at the US Pacific Fleet (PACFLT) HQ, JBPHH, HI and 20% travel to subordinate commands and other locations as directed. During ILS2 task order/surge operations expect up to 100% duty deployed in support of the governmental lead in a developed or undeveloped theater of operations executing ILS2 Planning duties for the NSCC/GCC.
Physical Activities: Normal office operations physical requirements. Travel is required. Candidate must meet NSCC/GCC theater specific medical standards and other associated deployment. When deployed in support ILS2 TO/surge operations must have the ability wear body armor and chemical, biological, radiological and nuclear environment (CBRNE) personal protective equipment (PPE)
Security Clearance Requirement: An active Top Secret SCI security clearance is required for this position.
