Job Description: GDIT has an immediate career opportunity for a Logistics Analyst Principal to join our Program Management Office (PMO) team at Aberdeen Proving Ground, MD. As the Procurement Operations Lead (PMO), you will be responsible for leading procurement operations that directly enable worldwide logistics readiness and mission execution. Your work will ensure procurement activities are effectively integrated across Program Management, Supply Chain, Property Management, Engineering, Maintenance, Transportation, Finance, Contracts, and Government stakeholders while maintaining compliance with customer requirements and acquisition regulations. HOW A LOGISTICS ANALYST PRINCIPAL WILL MAKE AN IMPACT The Procurement Operations Lead serves as the operational owner of procurement activities across the Worldwide Field Support Program Management Office by leading procurement strategy, execution, integration, and continuous process improvement.
Responsibilities include: • Leads procurement operations supporting worldwide logistics requirements across multiple customer locations. • Serves as the primary procurement functional lead for the Program Management Office. • Owns the end-to-end procurement lifecycle from customer requirement through procurement closeout and invoice reconciliation. • Integrates procurement activities across Supply Chain Management, Property Management, Engineering, Maintenance, Transportation, Contracts, Finance, Strategic Acquisition Office (SAO), vendors, and Government customers. • Develops standardized procurement processes, procedures, and best practices to improve operational efficiency. • Independently leads procurement initiatives from planning through successful implementation with minimal supervision. • Establishes procurement priorities based on operational mission requirements while balancing competing customer demands. • Identifies procurement risks, develops mitigation strategies, and resolves issues before operational impacts occur. • Drives continuous improvement initiatives that reduce procurement cycle times, improve quality, and enhance customer support. • Develops, maintains, and improves procurement Standard Operating Procedures (SOPs), Desktop Procedures, and internal process documentation. • Tracks, analyzes, and reports procurement performance metrics while identifying opportunities for operational improvement. • Collaborates with leadership to develop procurement strategies supporting worldwide mission requirements. • Supports demand forecasting, strategic sourcing, vendor management, inventory optimization, cost reduction initiatives, and procurement planning. • Oversees procurement activities from Request for Quote (RFQ) through procurement, receipt, financial reconciliation, and closeout. • Ensures procurement actions comply with FAR, DFARS, company policies, customer requirements, and Strategic Acquisition Office procedures. • Maintains working knowledge of procurement payment methods, purchasing card reconciliation, vendor management, and procurement reporting. • Ensures accurate documentation and accountability supporting Government Furnished Property (GFP) and Contract Acquired Property (CAP) throughout the procurement lifecycle. • Maintains knowledge of PIEE and associated Government property accountability processes. • Maintains working knowledge of CHESS, FEDLOG, FEDMall, AESIP, IGC, TMDE, Trade Compliance, and other Government logistics systems supporting procurement operations. • Develops meaningful procurement dashboards, operational metrics, and executive reports supporting informed decision-making. • Conducts internal assessments, identifies process deficiencies, performs root cause analysis, and implements corrective actions. • Leads a small procurement team by establishing priorities, mentoring personnel, promoting accountability, and fostering professional development. • Builds collaborative relationships across the PMO to ensure procurement activities remain synchronized with overall logistics operations. • Communicates effectively with Government customers, vendors, senior leadership, and internal stakeholders both verbally and in writing. • Supports fast-paced worldwide operations while effectively managing multiple priorities and short suspense requirements. • Demonstrates initiative by taking ownership of complex projects and driving them to successful completion.
WHAT YOU’LL NEED TO SUCCEED
Education
Bachelor’s Degree in Business, Supply Chain Management, Logistics, or a related discipline; equivalent experience may be substituted.
Required Experience • Eight (8) or more years of progressively responsible experience in procurement, logistics, supply chain management, acquisition, or program operations. • Experience leading procurement operations supporting Department of Defense programs. • Demonstrated experience developing procurement processes and leading operational improvements. • Experience integrating procurement activities across multiple functional organizations. • Experience leading projects independently from planning through implementation.
