You Are:

We are seeking a highly experienced Senior IT Program Manager to lead large‑scale, complex technology programs spanning multiple teams and workstreams. This role provides strategic leadership, drives program governance, shapes solution approaches, and serves as a primary liaison to executive stakeholders. The ideal candidate brings deep technical program delivery expertise, strong communication skills, and the ability to convert complex requirements into clear, actionable plans.

The Work:

• Lead major technology initiatives and supervise cross‑functional technical teams.

• Serve as a programmatic and technical expert across multiple workstreams.

• Provide strategic oversight ensuring all program activities align with mission objectives, business priorities, and evolving customer needs.

• Translate complex business and technical requirements into structured implementation plans and measurable outcomes.

• Build and manage program roadmaps, governance models, schedules, and communication plans.

• Drive decision‑making, issue resolution, and operational execution across distributed teams.

• Lead full project and portfolio management: scope, schedule, budget, quality, and risk.

• Oversee cross‑functional dependencies and ensure seamless end‑to‑end delivery.

• Review and validate technical deliverables, ensuring alignment with architecture standards and compliance requirements.

• Manage contractors, subcontractors, vendor teams, and geographically dispersed delivery resources.

• Provide senior‑level SDLC guidance across Waterfall, Agile, DevOps, and hybrid methodologies.

• Support Agile/SAFe environments including PI planning, backlog prioritization, and program‑level ceremonies.

• Act as primary point of contact for executive stakeholders, delivering technical, financial, and performance reporting.

• Facilitate governance forums, stakeholder reviews, and approval gates; build strong customer/vendor partnerships.

• Maintain program‑level risk, issue, and dependency management frameworks.

• Evaluate program performance, drive continuous improvement, and strengthen delivery confidence.

• Mentor project managers, analysts, technical leads, and junior team members; foster a high‑performance culture.

Here's What You Need:

• 5+ years leading complex IT projects or programs

• Demonstrated experience managing technical delivery teams across SDLC methodologies (Waterfall, Agile, DevOps, hybrid)

• Proven ability to oversee program scope, schedules, budgets, risks, vendors, and cross‑functional coordination

• Strong leadership, communication, and stakeholder management skills

• Ability to produce program‑level technical, financial, and performance reports

• Experience converting complex requirements into actionable implementation plans and measurable outcomes.

Preferred Qualifications:

• Experience leading Agile/SAFe or DevOps‑focused programs.

• Proficiency with program management and collaboration tools (MS Project, Jira, Azure DevOps, Confluence, etc.).

• Experience managing multi‑vendor delivery environments or subcontractor oversight.

• Certifications: PMP, PgMP, SAFe, or Agile PM (highly preferred).

• Bachelor’s degree in Information Technology, Computer Science, Engineering, Business, or related field.

As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of California, Colorado, Hawaii, Illinois, Maine, Maryland, Massachusetts, Minnesota, New Jersey, New York, Vermont, Virginia, Washington, and the District of Columbia, and the city of Cleveland . The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set, and level of experience. The pay range for the states of California, Colorado, Hawaii, Illinois, Maine, Maryland, Massachusetts, Minnesota, New Jersey, New York, Vermont, Virginia, Washington, and the District of Columbia, and the city of Cleveland is: $118,400 — $260,900 USD
