The Pre-Construction Manager develops project execution plans, establishes engineering and procurement milestones, manages design deliverables, supports project controls, and ensures all project documentation, budgets, schedules, permits, and procurement activities are aligned prior to construction. This role supports utility-scale solar, battery energy storage (BESS), substations, transmission, and other high-voltage EPC projects.

ESSENTIAL DUTIES & RESPONSIBILITIES – HV SUBSTATION AND TRANSMISSION SYSTEMS: • Review project contracts and commercial requirements to identify project risks, obligations, deliverables, and key milestones.

• Coordinate across all engineering disciplines to ensure complete, accurate, and timely design deliverables.  Be able to navigate the different company SME’s for completion of these design packages

• Lead pre-construction planning activities from project award through construction turnover.

• Develop long-lead equipment plans and bills of material for major project equipment.

• Coordinate engineering scopes for solar, battery energy storage systems (BESS), substations, transmission lines, and related electrical infrastructure.

• Develop, maintain, and support the project execution schedule in coordination with project controls and construction.

• Evaluate engineering changes and owner-directed changes for cost and schedule impacts.

• Prepare and manage engineering change directives and associated documentation.

• Coordinate project procurement activities and maintain buyout status reports.

• Conduct project startup and engineering kickoff meetings with internal teams and key stakeholders.

• Support development of schedule of values, billing structures, and project financial setup.

• Develop and maintain material submittal logs, procurement tracking logs, and engineering deliverable registers.

• Establish project roles, responsibilities, communication plans, and accountability for engineering team members.

• Coordinate acquisition of permits, utility approvals, environmental requirements, and agency reviews.

• Work closely with procurement to support vendor selection, technical evaluations, and equipment release schedules.

• Identify project execution risks and develop mitigation strategies before construction begins.

• Coordinate closely with project management, construction management, procurement, estimating, project controls, and engineering leadership.

• Monitor engineering progress against budget and schedule and provide regular status reporting.

• Support project turnover from pre-construction into active construction with complete project documentation and execution plans.

• Promote a culture of safety, quality, collaboration, and continuous improvement.

EDUCATION AND EXPERIENCE: • Bachelor's degree in Engineering, Construction Management, Project Management, or a related technical discipline preferred with a minimum of 6-8 years experience in the construction of energy infrastructure projects

• Equivalent combination of education and relevant utility-scale EPC experience may be considered.

• Professional Engineer (PE), PMP, CCM, or other industry certifications are considered beneficial.

KNOWLEDGE, SKILLS & ABILITIES : • Strong understanding of utility-scale solar, battery energy storage systems (BESS), substations, transmission, and high-voltage electrical infrastructure.

• Knowledge of EPC project delivery methods and engineering workflows.

• Ability to interpret engineering drawings, specifications, contracts, and technical documents.

• Understanding of project budgeting, forecasting, cost control, and financial reporting.

• Experience coordinating multidisciplinary engineering teams.

• Strong scheduling knowledge using Primavera P6, Microsoft Project, or similar scheduling software.

• Knowledge of procurement processes, long-lead equipment management, and supplier coordination.

• Familiarity with engineering document control systems and project management software.

• Excellent organizational skills with the ability to manage multiple complex projects simultaneously.

• Strong written and verbal communication skills with the ability to effectively interact with clients, vendors, engineers, construction personnel, and executive leadership.

• Ability to identify project risks early and develop practical mitigation strategies.

• Strong analytical, problem-solving, and decision-making abilities.

• Demonstrated leadership, collaboration, and team-building skills.

• Ability to work effectively in a fast-paced EPC environment while managing competing priorities.

• Proficiency with Microsoft Office Suite and standard project management software.
