COMPANY OVERVIEW

Blue Energy is transforming how nuclear power gets built. Instead of constructing each plant on-site from scratch - a process that takes 10-15 years and is too expensive and unpredictable to finance - we build our plants like ships: in a factory, on an assembly line, then transport and assemble them at the site. This cuts costs by over 60% and brings plants online in just three years. We also pair natural gas with nuclear at our sites, so customers can start receiving power from gas turbines right away and then switch over to clean nuclear power once it comes online - getting energy to the grid faster while nuclear is being built. Our mission is to make nuclear energy abundant, affordable, and repeatable at global scale. We use proven, already-approved reactor designs and work with existing nuclear and industrial sites, giving us a faster path to regulatory approval. By manufacturing this way, we put nuclear power on the same cost-reduction curve that has made wind, solar, and batteries cheaper every year.

ROLE SUMMARY

Blue Energy is seeking an HSSE Director to build and lead an HSSE department, including the practices, procedures, documents, and systems required of an Owner company. The role owns HSSE at the PoV project following development of BE’s company-wide systems, standards, and documentation.

The Director will interface primarily with BE personnel, as well as with contractors, suppliers, regulatory agencies, local and state agencies, local services, and other stakeholders.

Scope of Work: Develop the HSSE program for the Blue Energy PoV project and lead the program long-term. This role is specific to Blue Energy as Owner (Owner HSSE program and Owner requirements for partners).

KEY RESPONSIBILITIES

Develop & Implement Strategic and Project-Specific HSSE Program:

- Develop and execute the HSSE strategic plan, aligned with organizational goals and regulatory requirements.

- Lead the design and implementation of HSSE policies, systems, and frameworks.

- Develop and implement HSSE requirements and guidelines for BE, and requirements specific to the PoV project, including:

- Site-Specific Safety Plan (SSSP)

- Standard practices and forms (JSAs, incident reports, etc.)

- Reporting cadence requirements

- Statistical gathering, recording, compiling, and reporting systems

- Record-keeping and reporting systems

- Other requirements and good practices to ensure a safe environment and robust reporting and record-keeping

- Standard requirements for partners (suppliers and contractors)

- Develop the HSSE staffing plan for the PoV project, including standard forms, reporting requirements, and the structure and framework for HSSE-related information, record-keeping, and reporting.

- Partner with senior leadership to integrate HSSE considerations into business planning and operational decision-making.

- Participate on the Corporate HSSE Panel as a key member and primary contributor to agenda items and meeting materials.

Safety & Health Management:

- Oversee occupational health and safety programs to ensure safe working environments.

- Establish standards and procedures to prevent workplace incidents, injuries, and illnesses.

- Lead root-cause investigations for significant incidents and drive corrective and preventive actions.

- Ensure compliance with all OSHA requirements, including record retention, organization, and reporting.

Security Management:

- Develop and direct corporate security programs, including physical security, access control, emergency response, and asset protection.

- Work with internal and external stakeholders (security vendors, law enforcement, crisis teams) to mitigate security risks.

- Note: management of Nuclear Security will transfer to Operations once the Nuclear Security Force is in place.

Environmental Management:

- Ensure compliance with environmental laws, permits, waste management practices, emissions standards, and reporting requirements.

- Champion initiatives that reduce environmental impact, enhance sustainability, and support good environmental practices and community relations.

- Comply, at minimum, with all local, state, and federal environmental requirements.

- Support and monitor partners’ implementation of the SWPPP and other environmental mitigation and control activities.

Compliance & Governance:

- Monitor compliance with federal, state, and local regulations, industry standards, and internal policies.

- Oversee HSSE audits, inspections, and risk assessments.

- Ensure accurate and timely reporting of HSSE performance metrics to stakeholders.

Culture & Training:

- Foster a strong safety culture through leadership engagement, coaching, and communication.

- Oversee development and delivery of HSSE training programs at the site level and companywide.

- Coordinate with partners to integrate their HSSE programs with BE requirements.

- Influence teams at all levels to adopt safe and environmentally responsible behaviors.

- Lead leading-indicator management and initiatives, including:

- JSAs and other tools to reinforce HSSE culture on an ongoing basis

- Safety recognition initiatives

- A near-miss program that encourages reporting of potentially unsafe conditions in a no-blame, no-negative-consequence environment, to promote all-hands participation in creating a safe workplace

Crisis & Emergency Management:

- Lead emergency preparedness, business continuity planning, and crisis response programs.

- Coordinate drills, simulations, and readiness assessments.

- Identify local emergency resources in the SSSP.

Performance Management:

- Track HSSE KPIs, analyze trends, and identify opportunities for improvement.

- Present performance dashboards and reports to Project leadership, BE corporate leadership, and the Board as needed.
