About this role
GSA Contracts Manager/Negotiator Description - The GSA Contracts Manager/Negotiator is responsible for end-to-end management, negotiation, and compliance oversight of HPI Federal LLC GSA Multiple Award Schedule (MAS) contract. This role serves as a strategic advisor and primary interface with GSA, ensuring contract integrity, regulatory compliance, and alignment with HP’s federal growth strategy.
Responsibilities • Lead negotiation, administration, and lifecycle management of HP’s GSA MAS contract. • Ensure full compliance with FAR, GSAR, GSAM, and GSA MAS Solicitation requirements. • Manage contract modifications including adds, deletes, pricing updates, EPA adjustments, and revisions to contractor Terms and Conditions when necessary. • Oversee GSA Advantage catalog process accuracy and completeness. • Manage Transactional Data Reporting (TDR) and Industrial Funding Fee (IFF) processes. • Maintain GSA Letters of Supply (LOS) and incorporate MAS template revisions when needed. • Provide strategic contract guidance to internal stakeholders across sales, legal, finance, and operations. • Monitor regulatory changes (e.g., MAS Refreshes, FAR/GSAR updates) and implement required actions. • Support audits, Contractor Assessments, and compliance reviews. • Develop and maintain internal controls, SOPs, and governance frameworks. • Build and maintain relationships with GSA Contracting Officers. • Support BPAs, federal opportunities, and cross-contract initiatives.
Compliance & Risk Management • Ensure adherence to GSA MAS contract requirements which may include TDR, IFF, and FCP where applicable. • Oversight of Trade Agreements Act (TAA) compliance and country of origin validation. • Identify, assess, and mitigate contract risks as needed based on MAS Contract refreshes and updates. • Maintain audit-ready documentation and traceability for contracts.
Education & Experience Recommended Bachelor’s degree or equivalent experience in Business, Contracting, or related field. • 5+ years' experience in federal contracting with strong GSA MAS expertise. • Deep knowledge of FAR, GSAR, GSAM, and federal acquisition regulations. • Experience with contract negotiations, modifications, and compliance oversight. • Strong analytical, communication, and problem-solving skills. • Ability to work independently and influence cross-functional teams. • U.S. Citizenship required.

The base pay range for this role is $113,500 - $164,500 annually with additional opportunities for pay in the form of bonus and/or equity (applies to US candidates only). Pay varies by work location, job-related knowledge, skills, and experience.
