About the role
The Nuclear Company is hiring a Geospatial Data Management Lead to build TNC's geospatial program from the ground up. You report to the Head of AI Products & NOS and work across project development, environmental and licensing, NOS engineering, and the executive team. TNC runs nuclear megaprojects across multiple U.S. and international sites, and every project produces geospatial data: environmental surveys, site characterization, construction monitoring, EPZ mapping, land records, and regulatory submissions. Today that data is scattered across consultant drives and personal accounts with no owner and no standard. You are the first dedicated GIS hire: you set the standards, stand up the enterprise geodatabase, manage spatial data across all active projects, and produce the maps that go to the NRC, the board, and the communities where TNC builds.
Responsibilities
• Own geospatial standards and governance. Write and maintain the TNC Geospatial Data Management Plan and the GIS Deliverables Specification that governs every consultant and contractor scope of work. Set geodetic standards, coordinate reference systems, and metadata templates, and enforce them across projects.
• Build and run the enterprise geodatabase. Design the geodatabase structure (feature layer schemas, topology rules, domains, metadata) on the ESRI ArcGIS Online and Enterprise deployments, and the associated cloud infrastructure they are deployed on. Run the data acquisition program: identify, obtain, catalog, and QA every external dataset per project. Consultant data that fails QA goes back to the consultant.
• Produce map products and regulatory submissions. Make the maps for NRC submissions (ESP, COL, EIS chapters), board and investor materials, and public meetings. Build the EPZ mapping toolkit (10-mile plume exposure pathway, 50-mile ingestion pathway). Build automated submission packaging (arcpy) that clips, reprojects, formats, attaches metadata, and generates manifests for NRC ADAMS upload.
• Coordinate survey, imagery, and geodetic basis. Work with licensed surveyors to set the geodetic basis for each project and co-write the project geodetic standard. Manage satellite, aerial, and drone imagery acquisition, GCP coordination, processing, and geodatabase ingest. Coordinate BIM-GIS integration so construction models are georeferenced before modeling begins.
• Support NOS and run the program. Co-author the NOS GIS Module PRD with NOS Engineering and UX, and review the object ontology so every location-bearing object has real geometry. Manage data through the full asset lifecycle (development, construction, operations, decommissioning), including phase-transition turnover packages, long-term preservation, format migration, and geodetic basis maintenance. Own the Esri license relationship, data classification and external release logging, data transmittal procedures, DR procedures and annual tests, the program budget, and hiring and supervision of GIS analysts as the team scales.
Required Experience
• 7+ years of GIS experience, including at least 3 years managing enterprise geodatabases for large infrastructure, energy, or environmental projects.
• ArcGIS Pro (Advanced), ArcGIS Online administration, ArcGIS Enterprise deployment and administration, and ArcGIS software (ArcPy, Map SDK, etc.). These are your daily tools.
• Working knowledge of geodesy: NAD83, NAVD88, State Plane, and datum transformations, with the judgment to tell whether a transformation is appropriate and explain why.
• Geodatabase design, topology, metadata standards (FGDC CSDGM and ISO 19115), and data QA procedures.
• Ability to produce publication-quality maps for regulatory submissions, board presentations, and public meetings.
• Familiarity with cloud object storage (AWS S3 or Azure equivalent) for large geospatial datasets (LiDAR, imagery, drone products, HD video).
• Experience supporting environmental regulatory processes (NEPA, EIS, permitting) that produce and consume geospatial data.
• Comfort building a program that does not exist yet.
Preferred Experience
• GISP certification.
• Nuclear, power generation, or DOE project experience.
