Job Summary

AEP is seeking a Federal Compliance Program Consultant to support procurement compliance across U.S. Department of Energy (DOE) Energy Dominance Financing (EDF) loan agreements.

In this role, you will serve as the program owner and subject matter expert for Cargo Preference Act (CPA) compliance and federal contract flow-down requirements. The position is responsible for developing, implementing, and maintaining compliance processes that ensure material purchases, vendor contracts, prime contractors and subcontractors meet applicable DOE loan agreement requirements, and ensuring reporting activities align with applicable federal requirements and loan agreement obligations.

You will collaborate across procurement, supply chain, engineering, construction, finance, and project management teams to build, implement, and continuously improve compliance programs that support federally financed energy infrastructure projects. This position plays a critical role in maintaining compliance with DOE loan agreement requirements, supporting audit readiness, reducing risk, and helping AEP remain eligible for federal financing programs.

The position supports a portfolio of eight DOE EDF loan agreements and may be filled at the Consultant, Senior Consultant, or Principal Consultant level based on experience and qualifications. Job Description

What You'll Do:

Shape and Lead Cargo Preference Act Compliance   • Serve as AEP's subject matter expert for Cargo Preference Act (CPA) requirements related to DOE-financed projects.

• Develop and implement enterprise-wide processes to ensure material purchases and shipments comply with applicable CPA requirements.

• Partner with Engineering, Supply Chain, Procurement, and Project teams to incorporate CPA requirements into material planning and ordering activities.

• Review procurement and shipping activities to ensure compliance requirements are identified and addressed early in the project lifecycle.

• Establish controls, monitoring tools, and documentation standards to demonstrate compliance.

• Provide guidance and training to internal stakeholders.

• Support required reporting and documentation activities.

Oversee Federal Contract Flow-Down Requirements • Develop and maintain processes that ensure required federal flow-down provisions are included in contracts, bid packages, purchase orders, and direct-award agreements supporting DOE-financed projects.

• Verify contractors and subcontractors acknowledge and comply with applicable federal requirements

• Monitor compliance and identify areas of risk.

• Support contract review and approval processes

• Maintain documentation supporting compliance activities.

Develop and Improve Compliance Programs • Design and implement compliance monitoring programs, controls, and governance processes.

• Create tools, templates, procedures, and standard work practices that promote consistent compliance across DOE-financed projects.

• Identify opportunities to improve efficiency, transparency, and risk management within procurement compliance programs.

• Review changes to federal regulations, DOE requirements, and loan agreement obligations and incorporate updates into internal processes.

Ensure Audit Readiness • Maintain complete, accurate, and audit-ready compliance records.

• Develop compliance reporting, dashboards, metrics, and management updates.

• Support DOE reviews, audits, monitoring activities, and requests for information.

• Identify compliance risks and recommend corrective actions as necessary.

• Serve as a trusted advisor to project teams on procurement compliance issues.

What We're Looking For:

Education : Bachelor's degree in Technology, Management, Business or Engineering or Associate’s degree  in same disciplines. 

Experience : Consultant • Bachelor's degree and 5 years of relevant experience, OR

• Associate degree and 7 years of relevant experience.

Senior Consultant • Bachelor's degree and 7 years of relevant experience, OR

• Associate degree and 9 years of relevant experience.

Principal Consultant • Bachelor's degree and 9 years of relevant experience, OR

• Associate degree and 11 years of relevant experience.

Required Knowledge and Skills • Experience managing compliance programs, regulatory requirements, or contract compliance processes.

• Experience working with procurement, contracting, supply chain, construction, engineering, or infrastructure programs.

• Ability to interpret and apply complex regulatory and contractual requirements.

• Experience developing policies, procedures, controls, or governance frameworks.

• Strong project management and organizational skills.

• Excellent written and verbal communication skills.

• Experience working cross-functionally with multiple stakeholder groups.

• Strong documentation, reporting, and process improvement capabilities.

Preferred Qualifications • Experience supporting DOE-financed projects.

• Experience with Cargo Preference Act compliance requirements.

• Experience administering federal contract flow-down requirements.

• Experience supporting large-scale capital projects or infrastructure programs.

• Utility or energy industry experience.

• Experience supporting federal audits, compliance reviews, or regulatory examinations.

• Experience implementing compliance monitoring systems or reporting tools.

Where You'll Work: • This is an On-Site role based out of Columbus, OH.

-$87,000-$102,000 (Grant Consultant) -$100,000-$118,000 (Grant Consultant Senior) -$116,000-$140,000 (Grant Consultant Principal) • Annual Bonus
