About the role
Job Overview The H&S Manager will direct and support all facets of Health and Safety for the 5 Houston Area facilities. This includes, but is not limited to, workforce development, safety training, and compliance with state and federal laws and regulations. This position will identify, eliminate, and control hazardous conditions that may lead to injury, property damage, or negative impact by using safety standards, best management practices, and analytical techniques.
Key Responsibilities • The H&S Manager is expected to be on-site regularly, with occasional after-hours and weekend emergency calls to address safety concerns.
• Keep up to date on reporting requirements of various regulatory agencies.
• Report to regulatory agencies, including OSHA and various state and local agencies.
• Implement, motivate, educate, and enforce Reworld safety and health policies.
• Maintain compliance with Maritime Security regulations.
• Update procedures and documents related to H&S and provide training, as required, for affected personnel.
• Develop specialized training programs and procedures to communicate hazard control information to all personnel.
• Develop Job Hazard Analyses (JHAs) for non-routine tasks and establish PPE requirements for locations.
• Educate, motivate, and train personnel in good housekeeping practices and safe work procedures.
• Ensure training and/or certification of all personnel, including First Aid, CPR, respirator fit testing, Forklift Operator, Fall Protection, Respiratory Protection, Lockout/Tagout, etc.
• Perform analyses and institute safe work procedures.
• Conduct daily safety inspections, document findings, and implement corrective actions.
• Maintain all site-required documentation related to safety issues, including accident reports, inspection reports, training logs, agency notifications, etc.
• Maintain site posting boards, crew posting binders, and crew management equipment.
• Conduct accident investigations and facilitate the return-to-work program.
• Manage daily activities regarding injury management and workers' compensation issues.
• Maintain records as required by policy and regulation.
• Schedule and manage employee medical surveillance and industrial hygiene activities.
• Facilitate effective and timely communication between all levels of plant personnel.
• Manage annual audit and inspection procedures and meet with compliance audit personnel.
• Maintain and input H&S data into H&S reporting software, including Ideagen, ISN Networld, and GPI Learn Plus.
• Manage insurance claims reporting.
• Maintain knowledge of Hazardous Waste regulations, including 40 and 49 CFR, and applicable state and federal environmental regulations.
• Assist with environmental compliance programs related to hazardous waste, air permitting, water pollution control, etc.
• Perform additional projects and responsibilities as determined on an as-needed basis.
Qualifications The requirements listed below are representative of the knowledge, skills, and abilities required. A combination of education and experience may be considered. • 3–5 years of H&S management experience in a manufacturing environment as a leader.
• Working knowledge of OSHA 1910 and 1926, or related state safety and health regulations.
• Working knowledge of Title 33 Maritime Security regulations.
• Bachelor's degree, ideally in safety and health or a science-related field.
• Certified Safety Professional (CSP) preferred.
• Ability to travel as required.
• Experience managing and mentoring company teams.
• Strong verbal and written communication skills, including training, presentations, and report writing.
• Skilled in the standards, concepts, practices, and procedures within the health, safety, environmental, and DOT fields.
• Demonstrated strong interpersonal skills.
• Ability to handle confidential information in strict confidence and with great sensitivity.
• Computer literacy with familiarity with Microsoft Outlook, Word, and Excel.
• Thorough knowledge of federal and state employment laws, rules, regulations, and best practices.
• Strong organizational skills, with the ability to prioritize and follow through under minimal supervision.
• Effective communication skills with all levels of management, employees, and outside personnel.
• Strong analytical thinking and problem-solving skills.
Physical Demands • Ability to lift up to 25 pounds.
• Ability to move drums and other containers within OSHA limits.
• Ability to work independently.
• Ability to wear Personal Protective Equipment (PPE) as required.
• Ability to don and wear a negative-pressure respirator in accordance with OSHA Regulation 29 CFR 1910.134.
• Ability to regularly stand, sit, talk, hear, reach, stoop, and kneel.
• Ability to use hands and fingers to operate a computer, telephone, and keyboard.
• Ability to climb ladders and structures.
• Ability to tolerate heights, high temperatures, and outdoor working conditions.
