Job Description Manages the organization’s Environmental Health & Safety (EHS) programs to ensure compliance with local, state, and federal environmental standards and regulations. Leads the development and execution of processes that identify, assess, and mitigate risks associated with hazardous materials, waste disposal, and industrial operations while minimizing environmental and community impact. Provides technical guidance, administrative direction, and clear interpretation of regulations and policies issued by federal, state, and other agencies. Oversees regulatory adherence, incident investigations, and employee training initiatives that promote a culture of safety and environmental responsibility.

Essential Functions The employee will demonstrate TSTC’s Core Values of Excellence, Accountability, Service, and Integrity with internal and external stakeholders, customers, students, and community members. Program Management & Regulatory Compliance Manage and administer environmental health and safety programs across the organization to ensure adherence to all applicable environmental and occupational safety regulations. Risk Identification & Mitigation Develop and implement processes to identify, evaluate, and mitigate environmental and safety risks related to hazardous materials, waste management, and operational activities. Incident Review & Corrective Action Review environmental incidents and accident reports to determine root causes and establish corrective and preventive action plans. Policy Monitoring & Regulatory Updates Monitor and interpret changes in environmental and safety laws, regulations, and industry standards; update internal policies, procedures, and practices accordingly. Training & Awareness Development Design and deliver training and education programs to increase employee awareness of environmental policies, compliance requirements, and organizational safety standards. Operational Collaboration & Integration Partner with operational and departmental leaders to integrate EHS practices into daily workflows, projects, and long-term planning initiatives. Documentation, Audits & Reporting Prepare compliance reports, maintain required documentation, and support internal and external audits to ensure organizational transparency and accountability.

Education & Experience Required Bachelor's degree in safety, environmental health and safety, emergency management, industrial hygiene, engineering, or a related field. Eight years of progressive experience in environmental health and safety Experience managing EHS programs for multi-site organizations 2-3 years of administrative or operational experience 2-3 years staff management experience Experience developing and managing budgets Strong organizational and communication skills Proficiency with Word, Excel, PowerPoint, and Microsoft Office

Preferred Experience managing EHS programs in higher education or the public sector CSP certification preferred

Skills and Abilities Strong working knowledge of environmental, health, and safety laws, standards, and audit requirements. Ability to identify hazards, analyze root causes, and implement effective corrective actions. Capability to supervise employees, manage performance, and coach team members for growth. Clear written and verbal communication skills with the ability to educate diverse employee groups on policies and procedures. Skill in managing multiple initiatives, meeting deadlines, and maintaining compliance documentation and reporting.

Procurement and Financial Processing Processes purchase orders and vendor invoices accurately and efficiently. Ensures compliance with contract terms and internal controls.

Communication Clearly conveys information to internal teams, external agencies, and stakeholders. Maintains professional and responsive communication.

Collaboration and Coordination Works effectively with team members, committees, and leadership to support events, projects, and compliance efforts.

Attention to Detail Maintains accuracy in financial and administrative processes, tracks inspection results, and documents committee activity.

Regulatory Awareness Understands inspection requirements, risk-related documentation, and relevant agency expectations impacting college operations.

Day-to-Day Staff Supervision Directly manages subordinate staff in the daily performance of their roles.

Personnel Actions & Employment Authority Holds full authority for personnel actions including hiring, performance management, and disciplinary decisions.

Department Goals, Milestones & Budget Oversight Ensures departmental milestones, goals, and deliverables are achieved within approved budgets.

Coaching, Guidance & Professional Development Provides coaching, guidance, and professional development to team members.
