About this role
ICF is currently seeking a Education Subject Matter Expert to serve as part of a team of clinical and other subject matter experts supporting ACF’s mission to foster health and well-being through effective, accountable, and compassionate human services. This project is part of our Prevention of Sexual Abuse project that conducts compliance audits and technical assistance for the Office of Refugee Resettlement provider community. This team’s mission is to ensure clinical, behavioral health, disability-related, and psychosocial risk factors are identified and addressed, and that system-wide practices, policies, and provider operations promote safe, trauma-informed, and compliant care environments working in concert to prevent sexual abuse, sexual harassment, and other forms of child abuse and neglect. This is for a six-month duration with the opportunity for extension beyond the initial term, subject to project needs, funding, and organizational requirements. The Education Subject Matter Expert’s alignment to this mission is ensuring that educational programming, instruction, and learning environments do not create or exacerbate vulnerabilities to abuse, neglect, or unsafe conditions, and that services are delivered in a manner that supports the safety, well-being, and developmental needs of children in care. This position is full-time with on-call/after hours availability. The position will require approximately 25% travel to provider sites.
Roles and Responsibilities • Provide consultation and oversight to care programs to ensure compliance with educational standards and alignment with child safety and protection requirements.
• Provide subject matter expertise to assess and strengthen educational services, including curricula, instruction, and access to appropriate learning supports.
• Conduct site visits and participate in inspections to evaluate education service delivery and identify risks related to safety, supervision, and program quality.
• Report serious compliance issues or conditions that may impact child safety immediately to the inspection lead.
• Support trend analysis and identify systemic issues related to educational programming that may contribute to unsafe environments or increased vulnerability.
• Develop and update education-related policies, protocols, and inspection tools to strengthen compliance and service delivery.
• Provide training and technical assistance to staff and stakeholders on best practices in education services for vulnerable populations.
• Prepare briefings, reports, and recommendations to improve educational services and inspection processes.
• Support development of compliance reports and provide recommendations for continuous quality improvement
Basic Qualifications • Master’s degree in education or related field with significant experience in educational programming for high-risk or vulnerable populations.
• Minimum 5 years of experience in education services, including familiarity with federal education standards (e.g., IDEA, ADA, Head Start, Special Education).
• Experience with compliance, inspections, training, and technical assistance.
• Demonstrated ability to analyze program performance and recommend improvements aligned with safety and compliance requirements.
• Strong communication, technical writing, and stakeholder engagement skills.
• Must be able to obtain and maintain a Public Trust Clearance.
Preferred Skills • Knowledge of migrant/refugee issues, particularly related to children.
• Experience working for a refugee program.
• Prior work experience in a consulting environment.

• Solid team player with proven ability to manage competing priorities, perspectives and stakeholder needs.
• Excellent verbal, interpersonal and written communication skills.
• Demonstrated outstanding level of professionalism, including ability to exercise good judgment, discretion, tact and diplomacy.
