Job Description: Position Overview Recovery & Resolution Planning Oversight (RRPO) is seeking an experienced and highly motivated leader to support the continued build-out and execution of TD’s independent second-line oversight function for recovery and resolution planning. This is a high-impact role within Group Risk, focused on strengthening TD’s resilience and resolvability through independent review and challenge of recovery and resolution planning activities, regulatory compliance oversight, readiness assurance, issues management, and governance execution. The Director will be responsible for governance and oversight activities, program coordination, and review and challenge of recovery and resolution planning subject matter across Canadian and U.S. planning processes. The role supports oversight of plan content, related policies and procedures, regulatory compliance management, readiness and capabilities testing, crisis management processes, and subsidiary oversight activities. The successful candidate will work closely with Recovery and Resolution Planning teams, Corporate Treasury, Risk partners, Compliance, Regulatory Affairs, Internal Audit, and senior management to help formalize RRPO’s operating model, drive disciplined execution of oversight responsibilities, and support clear escalation of material risks, issues, and remediation activities.
Key Responsibilities Recovery & Resolution Planning Oversight • Support the execution and continued build-out of RRPO’s independent second-line oversight model for recovery and resolution planning across TDBG and U.S. planning processes. • Provide independent review and challenge of recovery and resolution plan content, key assumptions, governance processes, capabilities, testing outcomes, and supporting documentation. • Coordinate oversight of recovery and resolution planning activities across risk partner groups, including Liquidity Risk, Capital Risk, Operational Risk, Compliance, Technology, Data, and Third-Party Risk, to support integrated and well-evidenced second-line challenge. • Support oversight of regulatory compliance management activities for in-scope recovery and resolution planning laws, rules, regulations, and regulatory guidance. • Track, assess, and escalate material risks, gaps, issues, audit findings, Road to Strong action plans, and remediation activities related to recovery and resolution planning. • Contribute to the development and maintenance of RRPO policies, procedures, standards, interaction models, role clarity, and documentation practices. • Monitor internal and external developments that may affect TD’s recovery readiness, crisis management capabilities, resolvability, or regulatory expectations.
Governance, Program Execution and Stakeholder Coordination • Support governance routines, committee materials, management updates, escalation processes, and executive reporting related to recovery and resolution planning oversight. • Work with first-line RRP teams and subject matter experts to establish clear review timelines, challenge expectations, documentation standards, and closure processes. • Help formalize RRPO’s operating model, including coverage mapping, interaction protocols, review standards, and reliance arrangements with partner risk teams. • Support planning and execution of annual and ad-hoc oversight activities, including review and challenge of plan refreshes, capability testing, regulatory self-assessments, and monitoring activities. • Promote disciplined execution by maintaining clear action tracking, issue escalation, evidence retention, and management reporting practices.
Regulatory Compliance, Monitoring and Issues Management • Support RRPO’s regulatory compliance management responsibilities, including oversight of applicable recovery and resolution planning obligations, regulatory change processes, inventory and control mapping, training, monitoring, testing, reporting, and issue management. • Review and challenge remediation plans and management responses to internal audit findings, regulatory observations, self-identified issues, and Road to Strong commitments. • Maintain awareness of relevant regulatory expectations, including Canadian and U.S. recovery and resolution planning requirements and related supervisory guidance. • Partner with Compliance, Regulatory Affairs, Internal Audit, and first-line teams to support clear
