About this role

ICF seeks a Data and Quality Manager to support a nationwide legal services program serving Unaccompanied Alien Children (UAC) across the United States. Reporting to the Deputy Director of Operations, this position will lead the Data and Quality Team and oversee data collection, quality management, reporting, performance monitoring, compliance tracking, and continuous quality improvement (CQI) activities supporting the contract. The Data and Quality Manager serves as a key member of the project management team and collaborates closely with operations staff, legal service providers, technology teams, subcontractors, and federal stakeholders to ensure accurate, timely, and actionable data are available to support program oversight, contract compliance, and service delivery improvement. The purpose of this project is to provide legal services for unaccompanied children from Office of Refugee Resettlement (ORR) care and custody and to expand the legal community’s skills and capacity to provide immigration legal support.

The Data and Quality Manager will oversee implementation and ongoing administration of LegalPath, the project's centralized case management and reporting platform, and ensure compliance with federal reporting requirements, data quality standards, quality assurance processes, and performance management expectations. As part of this position, the manager will develop dashboards, reports, analyses, and performance monitoring tools that transform complex operational, service delivery, quality, and outcome data into actionable insights that support decision-making, improve program performance, and strengthen service quality nationwide.

Key Responsibilities As a Data and Quality Manager , you will oversee a team responsible for data governance, reporting, quality assurance, quality control, and continuous improvement activities supporting a national network of legal service providers. Areas of responsibility may include: • Lead contract data collection, reporting, data governance, quality management, and performance monitoring activities. • Develop and implement data standards, reporting protocols, documentation requirements, and performance measurement processes. • Support implementation of the project's Quality Management Plan, data governance policies, and performance reporting framework. • Manage data validation, quality assurance, quality control, audit activities, and data integrity monitoring. • Monitor key performance indicators (KPIs), acceptable quality levels (AQLs), service timelines, contract deliverables, and compliance requirements. • Oversee the development, implementation, and maintenance of data management systems, dashboards, reporting tools, and business intelligence solutions. • Develop and maintain executive dashboards, Power BI reports, performance scorecards, and data visualizations that provide visibility into service delivery, compliance, staffing, and outcomes. • Collect, analyze, and report quantitative and qualitative data from surveys, interviews, focus groups, stakeholder feedback, and administrative data systems. • Conduct trend analyses, root cause analyses, performance assessments, and predictive analyses to support operational improvements and decision making. • Develop monthly, quarterly, annual, and ad hoc reports for federal stakeholders and project leadership. • Translate complex data into actionable insights and recommendations for leadership and operational teams. • Lead Continuous Quality Improvement (CQI) activities, including quality reviews, monitoring activities, corrective action plans, and performance improvement initiatives. • Support federal performance reviews, audits, monitoring visits, quality assessments, and contract compliance efforts. • Collaborate with IT teams to support data integrations, API connections, workflow automation, data security, and reporting enhancements. • Coordinate with legal, operations, intake, psychosocial, language services, and pro bono teams to ensure complete, accurate, and timely reporting across program functions. • Supervise and mentor Data Reporting Lead and Quality Management Lead, Data Analysts, Reporting Specialists, and Quality Specialists. • Provide leadership and guidance to staff responsible for data reporting, performance monitoring, and quality management activities.

Basic Qualifications • Bachelor's degree in Data Science, Statistics, Public Health, Social Sciences, Evaluation, Information Systems, Public Administration, Business Analytics, or a related field. • 8+ years of experience managing data collection, performance measurement, quality management, monitoring, evaluation, reporting, or continuous improvement activities.

OR • Master's degree in Data Science, Statistics, Evaluation, Public Health, Social Sciences, Public Administration, Information Systems, or related field and 6+ years of relevant experience. • Demonstrated experience developing and managing dashboards, reports, and performance monitoring tools using Power BI, Tableau, or similar platforms. • Demonstrated experience conducting quantitative and qualitative data analysis. • Demonstrated experience managing large-scale data collection and reporting systems. • Demonstrated experience implementing quality assurance, quality control, compliance monitoring, and continuous quality improvement processes. • Experience supervising technical staff and/or quality management staff. • Experience managing multiple reporting, compliance, and quality oversight activities simultaneously. • Experience supporting complex federal, state, or large-scale nonprofit programs. • Experience monitoring contractual performance metrics, service-level requirements, and corrective action plans within a federally funded program.
