For more than 55 years, Family Health Centers of San Diego’s (FHCSD) mission has been to provide caring, affordable, high-quality health care and supportive services to everyone, with a special commitment to uninsured, low-income and medically underserved persons.
FHCSD is one of the top 10 largest federally qualified health centers (FQHCs) in the country. We operate more than 90 sites across San Diego County, including 29 primary care clinics, 23 behavioral health facilities, 10 physical rehabilitation clinics, nine dental clinics, five vision clinics, four outpatient substance use treatment programs, three mobile medical units, two mobile counseling centers, two urgent care centers, and a pharmacy.
Our staff provides care to over 227,000 patients each year, of whom 91% are low-income and 29% are uninsured. FHCSD provides care to all. Services include, but are not limited to adult care, chronic disease management, pediatrics, comprehensive women’s care including obstetrics, dental, vision, case management, physical rehabilitation, speech therapy for children, vaccinations, infectious diseases, behavioral health, substance use counseling and a host of specialty services including cardiology, podiatry, endocrinology, dermatology, among others. FHCSD also offers supportive services to those who are unsheltered and in need of intensive case management.
The breadth of our clinic locations, services and programs has grown over the last five decades, making us the largest community clinic provider of health care to the uninsured in the county and one of the top 10 largest community clinic organizations in the nation. We are also the largest health care safety-net provider, largest school-based health care provider and the largest mental health provider in the San Diego region.
Family Health Centers of San Diego is looking for a Construction Project Manager who is responsible for leading the full project development lifecycle for complex, multi-site construction projects across FHCSD's clinic network. This role requires advanced technical competency in architectural and engineering principles, healthcare facility construction, and regulatory compliance. The CPM operates with a high degree of independence, serves as the primary owner's representative on assigned projects, and provides technical leadership across design, construction, and closeout phases.
Responsibilities: • Responsible for all aspects of the project development life cycle. • Lead and manage all phases of the project development lifecycle for assigned capital and tenant improvement projects, from programming through closeout.
• Plan, direct, and coordinate project delivery activities using industry-standard project management methodologies and FHCSD's project management platform (Ingenious.Build).
• Define project scope, objectives, milestones, and deliverables; maintain accurate and timely project status reporting to leadership and stakeholders.
• Conduct and lead project meetings; track and manage action items, risks, issues, RFIs, submittals, and change orders.
• Participate in the development of long-term capital construction strategy and multi-year project planning.
• Serve as the primary client-facing point of contact for third-party vendors, design consultants, general contractors, and regulatory agencies.
• Develop and manage construction budgets, schedules, detailed work packages, resource plans, and project estimates across multiple concurrent projects.
• Respond to and coordinate with clients, facility representatives, architects, engineers, contractors, city officials, HCAI/OSHPD representatives, and FHCSD leadership on all project-related matters.
• Lead selection, preparation, and negotiation of contractual agreements with consultants, suppliers, and contractors in compliance with applicable procurement regulations including federal 2 CFR Part 200 requirements where applicable.
• Apply for and obtain all required permits; coordinate with jurisdictional authorities having jurisdiction (AHJ) including the Office of Statewide Health Planning and Development (HCAI/OSHPD) where applicable.
• Review, evaluate, and process contractor pay applications, change order requests, and RFIs with technical rigor and sound cost analysis.
• Ensure adherence to quality standards, infection control risk assessment (ICRA) protocols, and Life Safety Code requirements during construction.
• Monitor contractor and consultant performance against scope, schedule, and budget; enforce contractual obligations and deliverable requirements.
• Oversee site safety compliance, materials management, and site inventories.
• Perform other duties as assigned.
Requirements: • Bachelor of Architecture (B.Arch) from an accredited institution, or Bachelor of Science in Engineering (Civil, Structural, Mechanical, Electrical, or related discipline) from an accredited institution, or Bachelor of Science in Construction Management from an accredited institution.
• Minimum 5 years of construction project management experience managing complex, multi-phase projects with budgets exceeding $2 million.
• Minimum 2 years of experience in healthcare facility construction, medical clinic development, or Federally Qualified Health Center (FQHC) environments strongly preferred.
• Demonstrated experience across the following project categories:
• - 1. Medical clinic ground-up construction and tenant improvement
• - 2. Office tenant improvement, remodels, and adaptive reuse
• - 3. Regional multi-site construction programs with similar scope and delivery methods
• Demonstrated experience managing projects subject to HCAI/OSHPD 3 or equivalent regulatory oversight preferred.
• Proficiency in reading, interpreting, and redlining architectural drawings, structural plans, and MEP specifications — required.
• Working knowledge of AIA contract documents, GMP contract structures, and owner's representative responsibilities — required.
