Job Description About the role

Our income-qualified program covers the full cost of energy efficiency upgrades for households that qualify — insulation, air sealing, heat pumps, duct work, and related health and safety repairs — at no cost to the homeowner. Upgrades can significantly lower utility costs, improve comfort and indoor air quality, and make homes safer and healthier, often with a life‑changing impact for families. The Home Energy Advisor plays a vital, people-centered role in expanding access to energy efficiency services for income-qualified households in Clackamas County. This is the person who visits community members in their home, assesses it, and produces the report that drives everything that follows. A significant share of the households we serve in Clackamas County speak Spanish at home. You'll conduct the assessment, determine what the home needs, explain it to the homeowner in the language they speak, and document your findings clearly enough for the rest of the team to act on.

What you'll do • Conduct in-home energy assessments in occupied homes — building shell, insulation, HVAC, and combustion safety testing

• Write Home Energy Assessments documenting existing conditions and recommended upgrades

• Explain findings, scope, and next steps to homeowners in English or Spanish, in plain language

• Walk homeowners through program eligibility and required paperwork

• Submit assessments and required documentation accurately and on time

• Represent the program at occasional community outreach events (some evenings and weekends)

How the role fits the team

Your assessments and recommendations drive the work, but you don't carry the project end to end. Contractor coordination, bid and invoice review, and post-installation quality assurance are handled by other members of the team. Your field schedule is set by a scheduling coordinator, based on your preferences, so you're not managing your own calendar or chasing appointments — you're in homes doing assessments.

What we're looking for

Required • Conversational fluency in Spanish and English — you can hold a technical conversation with a homeowner in either language and put people at ease while doing it

• Strong written English. The Home Energy Assessment you produce is the primary deliverable of this role, and it needs to be complete, accurate, and clear to the people who work from it

• 3+ years in home performance, weatherization, residential construction, HVAC, home inspection, or a comparable in-home trade

• Working knowledge of residential building systems

• Careful documentation habits and attention to detail

• Comfortable working in attics and crawlspaces

• Valid driver's license, clean driving record, and reliable vehicle

• Ability to work independently in the field

Helpful, but not required to apply • BPI Building Analyst certification (see below)

• Written Spanish for homeowner correspondence

• Prior experience with income-qualified, utility-funded, or weatherization assistance programs

• Existing ties to Clackamas County communities

Certification

You do not need to be BPI-certified to apply. If you don't already hold BPI Building Analyst Technician, we will get you certified within your first three months. We cover the full cost of training, prerequisites, and exam fees, and you complete the training on paid work time. If you have the trade background and the language skills but not the certification, apply.

Compensation and logistics

Starting salary: $75,000 – $85,000. This range already accounts for the bilingual requirement. Spanish fluency is core to this job and is built into the pay band, not treated as a bonus skill.
