Position Description:
The Analyst 6 – Manufacturing Innovation Institutes (MII) serves as a senior advisor supporting the Department of War (DoW) Manufacturing Technology (ManTech) Program within the Office of the Under Secretary of War for Research & Engineering (OUSW(R&E)). This key personnel position provides strategic program management, technology analysis, stakeholder engagement, and industrial base collaboration to strengthen the Manufacturing Innovation Institute (MII) network and accelerate the transition of advanced manufacturing technologies into operational defense capabilities. The Analyst serves as a trusted advisor to Government leadership by evaluating manufacturing innovation initiatives, assessing commercialization strategies, supporting technology transition, facilitating collaboration across Government, industry, and academia, and providing executive-level analyses, reports, and recommendations that inform strategic investment decisions.

Clearance: Active Secret security clearance
Responsibilities and/or Success Factors:
• Strategic Program Support
• Support Government Program Managers in planning, coordinating, and executing Manufacturing Innovation Institute initiatives.
• Align MII technology roadmaps with DoD capability requirements and manufacturing priorities.
• Analyze manufacturing technology investments, project portfolios, and strategic initiatives to support informed Government decision-making.
• Assist in establishing strategic priorities, evaluating program performance, and measuring mission outcomes. Technology and Commercialization Analysis
• Evaluate Manufacturing Innovation Institute commercialization strategies, business models, and technology transition approaches.
• Assess emerging manufacturing technologies and identify opportunities to strengthen the Defense Industrial Base.
• Analyze customer needs, market trends, manufacturing readiness, and technology transition pathways.
• Identify opportunities to improve technology maturation, production scalability, and industrial adoption. Stakeholder Engagement
• Develop and maintain collaborative relationships across :
• OUSD(R&E) o Manufacturing Innovation Institutes
• Military Departments
• Defense Agencies
• Industry partners
• Academic institutions
• National laboratories
• Represent the Government during technical meetings, conferences, workshops, site visits, and working groups.
• Coordinate collaboration among Government, industry, and academia to promote manufacturing innovation. Executive Decision Support
• Prepare executive briefings, white papers, reports, point papers, assessments, and strategic recommendations.
• Develop performance metrics to evaluate technology advancement, industrial base growth, and economic impact.
• Analyze technical data and synthesize findings into actionable recommendations for senior Government leadership.
• Support program reviews and executive decision-making through analytical products and strategic communications. Program Management
• Support project planning, scheduling, milestone tracking, and action item management.
• Manage multiple concurrent initiatives while maintaining high-quality deliverables and meeting aggressive deadlines.
• Coordinate technical reviews and facilitate working groups focused on manufacturing innovation.
• Assist with workforce development initiatives supporting the Manufacturing Innovation Institutes.
Minimum Qualifications Including Certificates:
• Bachelor's degree from an accredited college or university.
• Active Secret security clearance.
• Eight (8) years of technology policy or federal program management experience
• Extensive knowledge of DoD Manufacturing Technology (ManTech) initiatives.
• Understanding of Manufacturing Innovation Institutes (MIIs) and public-private partnerships.
• Knowledge of advanced manufacturing technologies and technology transition processes.
• Familiarity with commercialization strategies and industrial base development.
• Strong project management and operational planning skills.
• Exceptional analytical and strategic thinking abilities.
• Ability to communicate effectively with senior Government officials, industry executives, and technical experts.
• Experience facilitating cross-functional teams and stakeholder collaboration.
• Ability to develop executive-quality reports, briefings, and presentations.
Desired Qualifications:
• Experience supporting OUSD(R&E), DoD ManTech, or Manufacturing Innovation Institutes.
• Knowledge of Manufacturing Readiness Levels (MRLs) and Technology Readiness Levels (TRLs).
• Experience working with Defense Industrial Base (DIB) initiatives.
• Familiarity with DoD acquisition and technology transition processes.
• Experience supporting executive-level strategic planning and policy development.
• Experience facilitating Government-industry partnerships.
